City Council Agenda Report
TO: Mayor McCord and Members of the City Council
FROM: Ken Irwin, City Manager
BY: Marie Guillory Jones, Director of Human Resources
MEETING DATE: May 3, 2022
ITEM NO: 5.4
SUBJECT: Approve the Department Heads and Unrepresented Salary Schedule Effective January 1, 2022, and a One-Time COVID-19 Pandemic Service Payment.

RECOMMENDATION
Motion to Approve the Department Heads and Unrepresented Salary Schedule Effective January 1, 2022, and a One-Time COVID-19 Pandemic Service Payment.

BACKGROUND
The City of Patterson administration and department head staff represent the smallest of all regular, full-time employee groups with the City. The City currently employs 17 unrepresented employees, consisting of administrative staff and department heads. Unrepresented employees are not represented by any of the City’s recognized labor unions, are often at-will, and therefore are not in a position to bargain for any changes in benefits and wages. However, in order to maintain consistency as an organization, similar adjustments are often applied to unrepresented staff.

This fiscal year’s labor negotiations have recently concluded for all three of the City’s employee bargaining groups to include base salary increases and a one-time COVID-19 Pandemic Service Payment. The City wishes to also provide a base salary increase and a one-time COVID-19 Pandemic Service Payment to its unrepresented staff.

ANALYSIS
Staff has reviewed the budgetary impact and is requesting Council consideration of a base salary increase of 5%, effective January 1, 2022, and a one-time fifteen-hundred-dollar ($1,500.00) payment for service during the COVID-19 Pandemic.

In addition, the City will eliminate the Performance Evaluation Based Incentive for unrepresented employees. This special merit pay provides a lump sum payment of up to 5% of the employee’s base salary for exemplary job performance when an employee is no longer eligible for step increases, upon reaching the top of their salary range.

The attached revised salary schedule is reflective of the increase requested for approval.
