City Council Agenda Report
TO: Mayor McCord and Members of the City Council
FROM: Ken Irwin, City Manager
BY: Marie Guillory Jones, Director of Human Resources
MEETING DATE: May 3, 2022
ITEM NO: 5.3
SUBJECT: Approve the Part-Time Salary Schedule Effective May 1, 2022.

RECOMMENDATION
Motion to Approve the Part-Time Salary Schedule Effective May 1, 2022.

BACKGROUND
In accordance with 2016 legislation, the state of California committed to increasing its minimum wage to $15.00 per hour by 2022 for employers with 26 or more employees. On February 1, 2022, Council approved a part-time salary schedule, effective January 1, 2022, in accordance with California’s minimum wage law.

Salaries for classifications that were below the required minimum, and their corresponding classes, were increased to be compliant with the law. Salaries for all other classifications remained unchanged at that time.

ANALYSIS
Upon further review of the part-time salary schedule, only increasing salaries of the classifications that were below the required state’s minimum wage caused internal inequities. In order to better assess the salaries, comparable agencies in the market were surveyed. After reviewing average hourly rates and equity amongst positions, staff is proposing adjustments of $0.50 - $1.00 to the following classifications:

Facility Attendant
Lifeguard / Senior Lifeguard
Maintenance Worker (All Divisions)
Pool Manager / Pool Manager Instructor Certified
Sports Official
Swim Instructor / Swim Instructor Certified

FISCAL IMPACT
There is no fiscal impact to this action. The state has increased minimum wage annually since 2017; therefore, the impacts of the wage increase and the effect of internal equity on other positions were anticipated and previously captured in the annual budget. Funds for the increase will be allocated for future fiscal year budgets.

Proposed salary schedule is attached.
