SUBJECT: Accept all bids for the Well Site No. 14 Production Well Project, award construction to Conco West, Inc., authorize Staff to execute the Contract and approve all other documents.
RECOMMENDATION
Accept all bids for Well Site No.14 Production Well Project, award construction to Conco West, Inc., authorize Staff to execute the Contract and approve all other documents.
BACKGROUND
The City currently relies on seven wells for its potable water supply. The proposed Well #14 will play a critical role in keeping the City’s water supply system operating in the most reliable and efficient manner possible. The project site is located on approximately 1/2 acres off of Sycamore Avenue, within the Villages of Patterson development area. The well site is currently surrounded by agricultural land and some ranch homes, but a subdivision has been approved to be constructed around the site's perimeter.
ANALYSIS
In general, the Work consists of installing and sealing a conductor casing, drilling a hole to a depth of 555 feet, running an electric log and caliper log, and constructing, developing, and installing a 545-foot-deep public water supply production well, using the reverse rotary drilling method as necessary to complete the potable well bore hole. In addition, a complete building will be constructed to encompass the well, all mechanical appurtenances, and electrical components as described in the approved Plans and Specifications for this project.
Well Site No. 14 Production Well Project was advertised for construction on April 21, 2022.
This project was advertised on CIP List, the City’s website, and the Patterson Irrigator Newspaper. Bid opening was held on May 26, 2022 at 2:00 pm. The City received two (2) bids for this project. The two bids received are listed below from lowest to highest:
Conco West, Inc. $3,920,805.00
Auburn Constructors, LLC $3,952,300.00
After reviewing the bid documents, Conco West, Inc. was deemed the lowest responsible bidder.
FISCAL IMPACT
This project is being funded through Water Capital Funds.
Funding for this project is as follows:

$392,080.50 Contingency @ 10%
