RECOMMENDATION
Motion to Approve Resolution No. 2022-35, Approving a list of projects to be funded with Senate Bill (SB) 1 “The Road Repair and Accounting Act of 2017” and incorporate the List of Projects to appropriate revenues and expenditures in the Fiscal Year 2022-23 budget.
BACKGROUND
On April 28, 2017, the Governor signed Senate Bill (SB) 1, which is known as the Road Repair and Accountability Act of 2017. The primary focus of this Bill is to address basic road maintenance, rehabilitation, and critical safety needs on both the state highways and local streets and roads systems. One of the criteria for funding requires cities to submit an approved project list to the California Transportation Commission (CTC) yearly. The proposed project list must be adopted by the City Council and included in the Fiscal Year 2022-23 budget to be eligible for funding.
The State Controller’s Office will deposit various portions of this funding into the newly created Road Maintenance and Rehabilitation Account (RMRA). These funds will be distributed to the State, Counties, and Cities in monthly installments. The estimated funding for the City of Patterson is $531,207 for Fiscal Year 21-22. Exhibit A and Exhibit B are the project lists developed to utilize the proposed funds. This project list includes various forms of street rehabilitation on roads throughout the City. Actual work done from the list will depend on the amount of funding received. City Staff had estimated revenue from SB 1 to be $531,207. This amount will be included into the approved budget for Fiscal year 2022-23.
The proposed project list must be adopted by Council as part of our budget to be eligible for funding. In order to take full advantage of this funding, staff is seeking Council approval of a list of proposed projects and the necessary budget adjustments.
ANALYSIS
The objective of the program is to address deferred maintenance on the local streets and roads system. Prior to receiving an apportionment of RMRA funds from the Controller in a fiscal year, the City must submit to the Commission a list of proposed projects.
FISCAL IMPACT
The City estimates receiving the full apportionment of RMRA funding for FY 2022-23 in the amount of $531,207. The RMRA funds do require a Maintenance of Effort (MOE) from the City based on General Fund spending for street, road, and highway purposes. City staff is currently working with the State to comply with MOE requirements.
