SUBJECT: Approve Resolution No. 2022-36, Accepting as complete, the Patterson Aquatic Center Pool Resurfacing Project: located at 1025 W Las Palmas Ave, Patterson, Authorizing Staff to File the Notice of Completion and Commence the One-Year Warranty Period.

RECOMMENDATION
Motion to Approve Resolution No. 2022-36, Accepting as complete, the Patterson Aquatic Center Pool Resurfacing Project: located at 1025 W Las Palmas Ave, Patterson, Authorizing Staff to File the Notice of Completion and Commence the One-Year Warranty Period.

BACKGROUND
The Patterson Aquatic Center started operations in 2005 and has served thousands of people since then. As confirmed by the outstanding attendance, the Patterson Aquatic Center has provided tremendous recreation, leisure, education, and many fun times since opened to the public. The 16 years of use, however, has taken the toll on the Aquatic Center, particularly the pool. The major issues of the pool were the conditions of the plaster, tiles, handrails, and the stairs were not ADA complaint. In addition, the signage and depth markers were not in compliance with current industry codes.

The pool’s plaster started to break apart in large chunks in various locations. The plaster forms a protective layer between the water and gunite shell. When the plaster breaks down, water migrates between the plaster and the gunite, which leads to more damage and causes the water to leak from the pool’s shell, compromising the reinforcement of the steel that maintains the structural integrity of the pool’s shell. The tiles around the pool are non-slip tiles but with years of usage have become slippery and unsafe. The shallow entry of the stairs was not ADA compliant and was extended to meet ADA requirements. The signage and markers around the pool were removed and replaced to meet current industry safety and standards.

The total cost for construction resurfacing was $331,818.00.

The City received a request from the Contractor, Burkitt’s Pool Plastering Inc., to be placed on the City Council agenda for acceptance of the Patterson Aquatic Center Pool Resurfacing Project: located at 1025 W Las Palmas Ave, Patterson, CA 95363. City personnel including members of Engineering and Public Works, as well as the Contractor, have conducted a final inspection and the project is ready for Council acceptance.

ANALYSIS
Once the project is accepted by the City Council as complete, the One-Year Warranty Period will begin, and the Notice of Completion will be recorded.
