SUBJECT: Approve Bid for Corporation Yard Asphalt Improvements and Authorize Staff to Execute Change Order with United Pavement Maintenance.
RECOMMENDATION
Motion to Approve Bid for Corporation Yard Asphalt Improvements and Authorize Staff to Execute Change Order with United Pavement Maintenance.
BACKGROUND
As a result of the impact of new development on the East side of Patterson there is a present need for additional space which is both closer in proximity to new development and provides a place to station equipment, material, and personnel. With equipment and material available at the city's older corporation yard, located at 420 South 4th street, response times and overall efficiency of Public Works operations will improve. The corporation yard facility is in fair condition but will require some additional improvement to make the yard serviceable for regular use. The pavement parking lot is in poor condition and will require repair. Impact fees have been budgeted to make the necessary repairs. The paving work is part of an overall rehabilitation and upgrade of the old corporation yard. As the city has grown so has the staffing, including a new Electrical and Instrumentation division based at this facility. The rehabilitation project has also included new fencing and security cameras, additional storage with enclosed vehicle bays, as well as upgraded offices and communications.
ANALYSIS
The required improvements include removing the existing asphalt, grading, compacting, installing new asphalt, and four new drains. After meeting with several contractors, issues arose.
With the size of the project being on a small-scale, most of the companies would not provide a quote. The cost for staging material and equipment for these improvements were not economical. United Pavement Maintenance was the only company willing to bid the project, and that was directly related to the fact they have material and equipment currently staged in Patterson, while they are working on the WM-1B water project. Approval of this item would authorize a change order to the WM-1B project. This proximity significantly reduced the proposal cost because the equipment and material are already staged in proximity to the project site. This scenario provides a window of opportunity to complete the improvements at the corporation yard in a timely and cost-effective manner. The proposal provided by United Pavement Maintenance includes removing existing asphalt, grading, compacting, paving, concrete, new drain inlets and the project area will improve approximately 12,000 square feet of usable space.
FISCAL IMPACT
The proposal provided by United Pavement Maintenance includes removing existing asphalt, grading, compacting, paving, concrete, new drain inlets. The project will have a $155,073.64 impact and will be funded by General Government Impact Fees, which have already been budgeted and approved in the FY 22/23 budget.
