SUBJECT: Approve Resolution No. 2022-63 Accepting the Public Improvements for Villages of Patterson, Clayton Shire Phase 1 as Complete; Authorizing the City Clerk to File the Notice of Completion; and Begin the One-Year Warranty.
RECOMMENDATION
Motion to Approve Resolution No. 2022-63 Accepting the Public Improvements for Villages of Patterson, Clayton Shire Phase 1 as Complete; Authorizing the City Clerk to File the Notice of Completion; and Begin the One-Year Warranty.
BACKGROUND
On December 12, 2006 City Council of the City of Patterson adopted a resolution 2006-122 conditionally improving the tentative map for Villages of Patterson subdivision. On February 5, 2019 the City Council authorized City Manager to enter into a Subdivision Improvement Agreement and to receive a Final Map of Patterson Ranch Development located in VOP Master Development Area.
The City Council approved the development of Villages of Patterson, Clayton Shire Phase 1 and 2 (98) residential lots located at (APN# 047-035-003). The developer, VOP 2.1 LLC hired Ross F. Carroll Inc. and their sub-contractors to construct the project. Villages of Patterson, Clayton Shire Phase 1 (41 lots) Onsite improvements has been completed and the developer has complied with all Conditions of Approval and is requesting to be placed on the City Council agenda for acceptance of all Public Improvements. The developer is still working on Offsite improvements on Sycamore Avenue, Walnut Avenue, Storm Drain Basin and Phase 2 onsite improvements that will be brought to City Council for acceptance at later date.
ANALYSIS
The City’s Engineer(s) and Public Works staff have performed the necessary inspections on all the onsite public improvements and certify that the developer has met all requirements for the general improvements and onsite operations. A notice of completion and a resolution are attached for Council’s approval.
The developer has constructed new streets Honeysuckle Avenue, Ashbury Lane, Barnby Lane and part of the Melford Drive, Bedfordshire Drive & Oakwood Lane with new sidewalks, sound wall, curb & gutter, streetlights, water system, sewer system and storm system utilities etc.
Boundary maps (Exhibit A) are attached for reference purposes. A resolution has been prepared and attached to accept the public improvements and to begin the one-year warranty period. The Notice of Completion and the Agreement will need to be recorded by the City Clerk.
The City has collected the Warranty Bond/Payment for the Public Improvements.
FISCAL IMPACT
There is no budget impact associated with this item. The developer has paid all costs associated with these items and posted the required warranty bonds/check with the City Clerk.
