RECOMMENDATION
Motion to Approve Resolution No. 2022-66, Approving the State Department of Transportation (Caltrans) Program Supplemental Agreement No. F037 for the Sperry Avenue Pavement Overlay - Phase 2 Project STPL-5244 (041), from American Eagle Avenue to Ward Avenue, and Authorize the City Manager to Execute the Agreement and all Future Documents for this Project on the City’s Behalf.
BACKGROUND
The City of Patterson has been approved to receive $534,361of funding through the Surface Transportation Block Grant Program for the Sperry Avenue Pavement Overlay - Phase 2 Project STPL-5244 (041), from American Eagle Avenue to Ward Avenue. This project consists of an overlay and road reconstruction with dig outs as needed along Sperry Avenue between American Eagle Avenue and Ward Avenue in the City of Patterson. The road segment where construction will occur spans approximately half a mile. The road functions as a Minor Arterial road, allowing a main route through the City for residents and the transportation of goods. Prior to the overlay, any pavement surface with severe conditions will be excavated and reconstructed with aggregate base and asphalt concrete. In addition, all crosswalks within the project area will be reconstructed to meet the most current Americans with Disabilities Act (ADA) Standards. This is an effort to maintaining and improving roadway safety within the City of Patterson. All improvements are located within the City of Patterson right-of-way.
However, in order to receive funds from Caltrans, the City Council must authorize an official to execute a Program Supplemental Agreement. This agreement sets forth the requirements for use of the Federal funds. Caltrans requires that this type of agreement be executed for each project by the agency receiving the funds. Once the agreement is signed, Caltrans will issue an “Authorization to Proceed” which allows the City to proceed with the work for the project.
ANALYSIS
Attached for your review and approval are the Program Supplemental Agreement and the Resolution that will need to be approved by the City Council. If approved, the City Manager would execute the agreement and submit it along with the resolution to Caltrans.
FISCAL IMPACT
This item does not carry any fiscal impacts with it. Each phase of work will be brought before the Council at a later date with a clear financial breakdown and request for contract approval.
