MEETING DATE: November 15, 2022
ITEM NO: 7.1
SUBJECT: Approve Resolution No. 2022-76, a Resolution to Establish Local Limits for Commercial and Industrial Dischargers and Authorize Staff to Implement the Local Limits.

RECOMMENDATION
Motion to Approve Resolution No. 2022-76, a resolution to establish Local Limits to for Commercial and Industrial Dischargers and authorize staff to implement the Local Limits.

BACKGROUND
The Water Quality Control Facility (WQCF) in the City of Patterson receives wastewater flows from residential, Commercial and Industrial dischargers. The City’s WQCF is permitted to comply with Wastewater Discharge Requirement (WDR) Order R5-2018-0070 and is required to keep constituents at compliant levels. The City, with the assistance of the City’s Consulted Wastewater Engineers, Lee & RO, Inc. has created a Local Limits Study to evaluate the current processes and system specifications to accurately identify the constituents and establish the Local Limits.

ANALYSIS
Setting Local Limits for Commercial and Industrial dischargers will assist the City’s continued mission to maintain the ground water quality. The local limits will assist the city in keeping salinity, nitrogen, and heavy metal concentrations low in the WQCF effluent. The study focused in identifying discharge limits using the publicly owned treatment works design specifications and data identified in the WDR to set Local Limits for Commercial and Industrial dischargers.

FISCAL IMPACT
There will be no fiscal impact.
