RESOLUTION NO. 2022-77
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PATTERSON,
APPROVING A SERVICE AGREEMENT WITH DOWNTOWN MODESTO
PARTNERSHIP FOR THE RAD CARD PROGRAM IN AN AMOUNT NOT TO EXCEED $500,000 AND AUTHORIZE THE CITY MANAGER TO EXECUTE THE
AGREEMENT AND ALL FUTURE DOCUMENTS FOR THIS PROGRAM ON THE CITY’S BEHALF.
WHEREAS, COVID-19 caused major financial distress to the business community; and WHEREAS, to assist small businesses during this time the Downtown Modesto Partnership created the RAD Card Program to put more spending dollars in consumer’s wallets for purchases at downtown restaurants and retailers, doubling spending dollars for downtown businesses; and
WHEREAS, with the success of the RAD Card in downtown Modesto, the Stanislaus Board of Supervisors deployed the program to downtown districts countywide and committed one million dollars in County CARES Act funds to the program; and WHEREAS, as a result of the County’s countywide deployment of the RAD Card program, the City had 9 businesses participating and 817 Patterson RAD Cards totaling $140,460 purchased to date; and
WHEREAS, with the lingering effects of the pandemic and increasing inflation impacting businesses, revisiting the RAD Card Program may help stimulate the economy for the City’s small businesses; and
WHEREAS, to broaden the effect of the program, staff is recommending expanding the program the parameters of the program from strictly the downtown district to the entire City of Patterson; and
WHEREAS, qualified businesses would only be brick-and-mortar, non-chain, nonfranchisee, and no pop-up businesses.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Patterson that it hereby approves a Professional Services Agreement with Downtown Modesto Partnership for the RAD Card Program in an amount not to exceed $500,000 and authorizes the City Manager to execute the Agreement and all future documents for the program on the City’s behalf.
