City Council Agenda Report
TO: Mayor McCord and Members of the City Council
FROM: Ken Irwin, City Manager
BY: Marie Guillory Jones, Director of Human Resources
MEETING DATE: December 20, 2022
ITEM NO: 5.8
SUBJECT: Approve the Part-Time Salary Schedule Effective January 1, 2023

RECOMMENDATION
Motion to Approve the Part-Time Salary Schedule Effective January 1, 2023.

BACKGROUND
Currently, the state of California’s minimum wage is set at a rate of $15.00 per hour for employers with 26 or more employees. This hourly rate is based on legislation, whereby the state committed to increasing its minimum wage from $10.50 per hour to $15.00 per hour, phased in over a six-year period ending in January 2022. In July of 2022, the state of California once again increased the minimum wage to $15.50 an hour, effective January 1, 2023.

ANALYSIS
To be compliant with state law, all City positions that fall below the required minimum must be increased by at least $0.50 to an hourly rate of $15.50. The positions below the 2023 minimum wage rate are:
· Cashier,
· Crossing Guard, and
· Recreation Leader.

Increasing the above positions without regard for corresponding classifications or other part-time positions will create internal inequities between the positions. In order to maintain salary relationships and the value of each part-time position, it is recommended that all part-time classifications be increased by $0.50, the exact amount of the 2023 minimum wage increase.

The proposed Part-Time Salary Schedule, effective January 1, 2023, is attached for your review and approval.
