SUBJECT: Approve the proposal from Cecil & Cecil Enterprises Inc., for Construction Management and Contract Administration Services for the Sperry Avenue Improvements between American Eagle Avenue and Ward Avenue Project; and authorize staff to enter into a negotiated Consultant Agreement with a not to exceed cost of $168,438.38.
RECOMMENDATION
Motion to Approve the proposal from Cecil & Cecil Enterprises Inc., for Construction Management and Contract Administration Services for the Sperry Avenue Improvements between American Eagle Avenue and Ward Avenue Project; and authorize staff to enter into a negotiated Consultant Agreement with a not to exceed cost of $168,438.38.
BACKGROUND
This project consists of an overlay/road reconstruction with dig outs as needed along Sperry Avenue between American Eagle Avenue and Ward Avenue in the City of Patterson. The road segment where construction will occur spans approximately half a mile. The road functions as a Minor Arterial road, allowing a main route through the City for residents and the transportation of goods. This is an effort to maintaining and improving roadway safety within the City of Patterson. All improvements are located within the City of Patterson right-of-way.
ANALYSIS
An RFP (request for proposals) for Construction Management and Contract Administration services was prepared and sent to the engineering firms on the on-call list.
The highest rated proposal and estimated fees (based on hourly rates) were submitted by the following firms:
Cecil & Cecil Enterprises, Inc $168,438.38
The proposals were screened by a selection committee and rated on:
• Understanding of the Project (40%, scored on a 1-10 scale) • Costs for services provided (60%, scored on a 1-15 scale) The proposal was very clear and concise and showed good understanding of the project, while also meeting the requirements set forth in the RFP.
Staff recommends Cecil & Cecil Enterprises, Inc for the Construction Management and Contract Administration services of this project based on the evaluation of their qualifications and experience.
FISCAL IMPACT
Staff negotiated with Cecil & Cecil Enterprises to an agreeable scope and fee of $168,438.38, Staff recommends awarding the Construction Management and Contract Administration to Cecil & Cecil Enterprises for this amount and authorizing the budget with our standard 10% contingency.
