MEETING DATE: March 21, 2023
ITEM NO: 8.1
SUBJECT: Authorize Staff to Prepare and Issue a Request for Proposal for Centennial Park.
RECOMMENDATION
Motion to Approve and Authorize Staff to Prepare and Issue a Request for Proposal for Centennial Park Conceptual Design, Final Design, and Community Center Preliminary Design.
BACKGROUND
The City of Patterson contracted a scope of work with RHAA Landscape Architecture & Planning (RHAA) to provide a rendering of the site plan for the new Centennial Park, including the PJUSD Theater building. The scope of work included: interviews with City staff, City Council members, and other stakeholders; visioning workshops and site plan drawings with many community groups providing feedback and a final plan completion.
During the completion of the final park master plan design, PJUSD began the architectural design work for the District Theater. Upon completion of the theater design, it was realized that the site plan designed for the theater was much larger and in a different location than designated in the master plan. Attached you will see the Centennial Park Master Plan design along with an overlay design showing the site plan difference for the theater, and the new plan revision scope of work.
Due to the adjustment in the design size and location of the district’s theater, features designed within the Centennial Park Master Plan must be reallocated as well as adjustments made to landscaping, sidewalks, and playgrounds. At the meeting of February 7, 2023, City Council considered approving a scope of work with RHAA to revise the Centennial Park Master Plan. At that meeting Council did not vote on this action but requested the item returned to council for further consideration.
ANALYSIS
With the concerns expressed at the February 7th City Council meeting, staff has revised its recommendations on how best to move the Centennial Park project forward and is requesting authorization to move forward with a Request for Proposal to achieve the following:
· Conceptual Plan: The current conceptual plan will be revised to include the adjustments for the larger District Theater. The development of the revised plan will require meetings with the City Council and staff to determine park components and community needs which will result in multiple plan alternatives, with the preferred alternative selected by City Council.
· Full Park Design: With the completion of the conceptual plan the consultant will move directly into the final park design with a firm understanding of the City’s needs and priorities. The Park plans will be complete and ready for contraction allowing the project to become shovel ready.
· Community Center Preliminary Design: To prepare an accurate full park design, the Community Center component must be defined to provide an understanding of the space required and location. The preliminary design will include conceptual building components, building footprint, and elevation preferences.
Proceeding with a Request for Proposal for Centennial Park with the components listed above will provide the best course to move the project forward in a timely and conscientious manner.
Completion of the full park design will produce a shovel ready project, enabling the city to be better positioned to receive grant funding and to effectively phase the project as funding becomes available.
FISCAL IMPACT
The estimate for this work is $300,000 which will be included in the Fiscal Year 2023/24 budget.
