RECOMMENDATION
Motion to Accept grant funds in the amount of $78,436.36 for T.E.M.S, Tactical Emergency Medical Service, from Homeland Security through an AFG grant and Authorize the Finance Department to make the necessary budget adjustments for Fiscal Year 2022-23.
BACKGROUND
The Department of Homeland is providing a grant under the Assistance to Firefighters Grants (AFG) program with funding through Federal Emergency Management Agency (FEMA) The program provides the Patterson Fire Department with training, ballistic gear, Advanced Life Services (ALS) equipment and training. The National Fire Protection Association (NFPA) 3000 is a recommended document for fire agencies regarding Active Shooter and Mass Casualty Terrorist incidents. 6 members will attend 80 hours of training which go above and beyond the recommendations from NFPA 3000.
ANALYSIS
The City of Patterson Public Safety is the priority. Having this program implemented, members of the fire department will be able to work closer with law enforcement to mitigate the incident and more importantly start medical care quickly.
Therefore, Staff recommends that the City Council accept the grant revenue and approve the modification of the department budget to use this purpose.
FISCAL IMPACT
For what this program is capable of, the minimal fiscal impact would be 10%, $7,843.64, from accepting the grant and approving the use of funds. The grant revenue of $78,436.64 will be appropriated in the City of Patterson FY 2022-23 Budget for eligible costs.
