Motion to Approve Resolution No. 2023-19 A Resolution of the City Council of the City of Patterson, Adopting and Allocating Funds for an Outdoor Fitness Court® as Part of the 2023 National Fitness Campaign and accept the 2023 National Fitness Campaign Grant for an Outdoor Fitness Court and Approve Funding Through the Unallocated Balance of the Community Complex Impact Fees.

BACKGROUND
The Recreation and Community Services Department has been working closely with community and National partners to enhance outdoor activities, active programming and fitness activities for all ages in the Patterson Community. The members of the National Fitness Campaign has contacted the City of Patterson for numerous years, to work in partnership with the NFC's Campaign to enhance fitness opportunities and facilities for the City of Patterson and the Westside communities. This grant opportunity would assist the City of Patterson in creating a free Fitness Court located at the Community Complex, in the park between the Hammon Senior Center and the Aquatic Center, to allow all ages to engage in outdoor fitness activities. The timeline to complete the project, based on the funding timing, is scheduled to be completed by September 2023. A launch will take place with a grand opening and kickoff for the Fitness Court this fall.

ANALYSIS
The City of Patterson's Mission statement proudly promotes a health, safe and vibrant community and the Recreation Division vision is to encourage a healthy, active life. Overall the focus is a healthy community and active families. The city is facing a high rate of health disparities in our youth with obesity and diabetes. The goal of recreation is to get youth and families outdoors and in nature, participating in a wide range of active programs to enhance both mental and physical health. The National Fitness Campaign Court grant would assist the city in building an outdoor fitness court, that would allow free, unlimited opportunities for our youth, families and seniors to engage in fitness and exercise. The program will provide a free App to log into programs for all ages and fitness levels as well as provide training to staff to offer a wide range of fitness court classes, programs and training. The Court would be located centrally in Tilton Park near the Hammon Senior Center which will also allow staff to offer specific senior based programming within walking distance of the center. Offering a free and open fitness court will also enhance outdoor activities for all Patterson community members at times that are convenient with their work and leisure schedules.

FISCAL IMPACT
The National Fitness Campaign Grant provides a launch grant of $30,000 for equipment, App and training. City and partner funding is necessary to complete the project and is estimated at $160,000. This funding can be achieved through Corporate or Private Sponsorship that would include advertising opportunities. However, to establish a funding source the City Council is asked to approve funding through the unallocated balance in the Community Complex impact fees account 402.000.5121. Approval to allow Finance to appropriate funds and make necessary budget adjustments, the project can move forward to completion. The addition of sponsors, will enhance the project and will limit the overall city funding needed to complete the project.
