City Council Agenda Report
TO: Mayor Clauzel and Members of the City Council
FROM: Ken Irwin, City Manager
BY: Juliene Flanders, Recreation & Community Services Director MEETING DATE: April 18, 2023
ITEM NO: 6.11
SUBJECT: Motion to Accept and Appropriate Budget for Grant funds in the amount of $12,500 for Older Adults Recovery and Resilience Funding (OARR) for the Older Californians Nutrition Program (OCNP) and Intergenerational Activities.

RECOMMENDATION
Motion to Accept and Appropriate Budget for Grant funds in the amount of $12,500 for Older Adults Recovery and Resilience Funding (OARR) for the Older Californians Nutrition Program (OCNP) and Intergenerational Activities.

BACKGROUND
The California Department of Aging is providing funding under the (OARR) for the (OCNP) and Intergenerational Activities with funding from the state general fund.

The program provides $20.7 million, one-time over three years, to California to strengthen older adult’s recovery and resilience from the severe isolation and health impacts from staying at home due to the COVID-19 pandemic. The need for home-delivered, nutritious meals has increased dramatically due to the pandemic. With the stay-at-home orders lifted and the state reopening, the need remains for additional home-delivered meals and resources to reestablish communitybased meal sites. The OARR funding will support the Area Agencies on Aging (AAAs) and their service providers in serving more meals to more older adults to help bridge the significant food gap that exists in California.

Additionally, the OARR funding is intended to support AAAs and their service providers in developing partnerships and efforts, including the planning, development, and implementation of intergenerational activities that connect OCNP participants with younger generations. Mutually beneficial intergenerational activities promote greater understanding and respect between generations and strengthen older adult’s recovery and resilience from the isolation and health impacts from the COVID-19 pandemic.

ANALYSIS
The target market would be the older adults of Patterson, especially those that are isolated, economically disadvantaged or a member of a minority population. In the local area, the per capita income is $18,898 with a median household income of $45,807. The 2010 United States Census reported that Patterson had a population of 20,413. The racial makeup of Patterson was 10,117(49.6%) White, 1,291 (6.3%) African American, 221 (1.1%) Native American, 1,069 (5.2%) Asian, 280 (1.4%) Pacific Islander, 6,235 (30.5%) from other races, and 1,200 (5.9%) from two or more races. Hispanic or Latino of any race were 11,971 persons (58.6%).

With this project, a good mix of these individuals would be served. This would be fairly consistent with our overall clientele who currently participate in activities at the Hammon Senior Center. Thus, this project will meet numerous objectives of the program, mainly serving more meals to older adults. Older adults will have the opportunity to socialize with youth while enjoying meals as well as participate in multi generational social activities. Our expected turnout for these events is 45 initially and growing to 60 after the program is established and the word spreads.

Therefore, Staff recommends that the City Council accept the grant revenue and approve the modification of the department budget to use for this purpose.

FISCAL IMPACT
There is no impact from accepting the grant and approving the use of funds. The grant revenue of $12,500 will be appropriated in the City of Patterson FY 2022-23 Budget for eligible costs.

Approval to allow Finance to appropriate funds and make necessary budget adjustments.
