ITEM NO: 6.4
SUBJECT: Review and Approve the City’s Sewer System Management Plan (SSMP) Internal Audit 2022.
RECOMMENDATION
Motion to Review and Approve the City’s Sewer System Management Plan (SSMP) Internal Audit 2022.
BACKGROUND
The State Water Resources Control Board (SWRCB) adopted general waste discharge requirements for sanitary sewer systems on May 2, 2006. The order requires the development and implementation of an SSMP and applies to all public entities that own or operate sanitary sewer systems greater than one mile in length that collect and/or convey untreated or partially treated wastewater to a publicly owned treatment facility. The City Council adopted the current SSMP as fully implemented and in compliance with the terms of the general waste discharge requirements on April 21, 2009 by Resolution No. 2009-24 and a most recent update on November 1, 2016 by Resolution No. 2016-87. One of the requirements of the SSMP is an internal audit that focuses on evaluating the effectiveness of the SSMP and the City’s compliance with the requirements identified in the plan. The audit was performed by Public Works Deputy Director of Operations and Maintenance Robert Andrade with the assistance of Public Works staff.
ANALYSIS
Overall the City has performed well in complying with State requirements and implementation of the SSMP. The SSMP is divided into 11 sections. The audit reviews each section and provides a recommendation for future action at the end of each section. The audit found Section Seven - Fats, Oils and Grease (FOG) in need of additional action. City staff is currently developing a plan to address this issue and will present a FOG control plan to the City Council at a future Council meeting. An action plan to address other recommendations noted in the audit is also in development.
FISCAL IMPACT
None at this time. However, in order to implement the FOG program will increase future expenditures in the Sewer Fund.
