RECOMMENDATION
Motion to Approve Resolution No. 2023-28, Approving the State Department of Transportation (Caltrans) Program Supplemental Agreement No. N031 Rev. 3 for the Rogers Road Bridge Project BRLS-5244 (032) over Delta-Mendota Canal, Authorize the City Manager to Execute the Agreement and all Future Documents for this Project on the City’s Behalf, and Authorize the Finance Department to make the necessary budget adjustments for Fiscal Years 2022-2023 and 2023-24.

BACKGROUND
The Rogers Road bridge is located 0.5 miles North of the intersection of Rogers Road and Sperry Avenue. This project would replace the 110-foot-long reinforced concrete T-beam bridge with a new 2-lane, 41-foot wide by 135-foot-long single span bridge. In addition, the bridge substructure (foundations and abutment walls) will be constructed to accommodate an ultimate bridge width of 65-feet (for the future widening of Rogers Road to a four-lane facility). The road approaches to the bridge will not be widened, but right-of-way is required to accommodate new access roads and detention basins to the Delta Mendota Canal. These new improvements will promote roadway transportation safety and help bring the bridge into compliance with today’s design standards.

The City of Patterson has been approved to receive an additional $677,033 in federal funds, in addition to the previously allocated funds, through the Federal Highway Bridge Program (HBP), for the additional preliminary engineering design and right-of-way costs for Rogers Road Bridge Project over Delta-Mendota Canal. The total amount of federal funding for the project is now $1,252,478. This project has 88.53% Federal Cost Participation, with the City responsible for the remaining 11.47% of costs. This is an existing grant, which has been previously awarded, with project currently in design phase.

In order to receive the additional federal funds from Caltrans, the City Council must authorize an official to execute a Program Supplemental Agreement. This agreement sets forth the requirements for use of the Federal funds. Caltrans requires that this type of agreement be executed for each project by the agency receiving the funds. Once the agreement is signed, Caltrans will issue an “Authorization to Proceed” which allows the City to proceed with the work for the project.

ANALYSIS
The City of Patterson needs these funds through the HBP to replace the existing bridge.

Therefore, Staff recommends that the City Council approve this resolution to authorize the City Manager to execute the Program Supplemental Agreement and to Authorize the Finance Department to make the necessary budget adjustments for Fiscal Years 2022-2023 and 2023-24.

Attached for your review and approval are the Program Supplemental Agreement and the Resolution that will need to be approved by the City Council.

FISCAL IMPACT
The fiscal impact from this grant includes the 11.47% local match requirement, the total amount being $162,272. The local match will be allocated from the Local Transportation Funding. The grant revenue of $1,252,478 will be appropriated in the City of Patterson FY 2022-23 and 2023- 24 Budget for eligible costs.
