SUBJECT: Approve the proposal from GDR Engineering, Inc. for the Waterline Replacement Project 6A, Sunset Court Improvements & Tyler Street Storm Drain Project, and authorize staff to enter into a negotiated Consultant Agreement with a not to exceed cost of $131,435.
RECOMMENDATION
Motion to Approve the proposal from GDR Engineering, Inc. for the Waterline Replacement Project 6A, Sunset Court Improvements & Tyler Street Storm Drain Project, and authorize staff to enter into a negotiated Consultant Agreement with a not to exceed cost of $131,435.
BACKGROUND
This project overall encompasses the design of three separate projects, the 6A El Circulo Avenue Waterline Replacement Project, the Sunset Court Improvements & the Tyler Street Storm Drain Project. The project scope includes the design of replacement water mains and water service laterals for El Circulo Waterline Replacement Project 6A. The El Circulo Waterline Replacement Project 6A includes replacing an estimated 10,180 linear feet of existing water main pipe of various sizes. The Sunset Court Improvements include the replacement of the water main as well as all the water services, replacing as needed ADA ramps along with any damaged curb and gutter, and the removal/replacement of the street asphalt. The objective of these waterline projects is to replace aging infrastructure due to natural pipe deterioration with new pipes and services. The Tyler Street Storm Drain Project consist of reconfiguring the storm drain line that drains into the Patterson Irrigation District (PID) lateral from the catch basin located at the end of Washburn Street. This catch basin will be redesigned to connect into the City’s’ Storm Drain system on Tyler Street. Project location areas are referenced on Attachment A (6A El Circulo Ave), Attachment B (Sunset Court Improvements), and Attachment C (Tyler Street Storm Drain).
ANALYSIS
A Request For Proposals (RFP) for Engineering and Design Services was prepared and sent to the engineering firms on the on-call list. 2 proposals and estimated fees (based on hourly rates) were submitted by the following firms:
GDR Engineering, Inc. $131,435
O’Dell Engineering
The proposals were screened by a selection committee and rated on:
· Understanding of the Project (40%, scored on a 1-10 scale) · Costs for services provided (60%, scored on a 1-15 scale) The proposals were very clear and concise and showed good understanding of the project, while also meeting the requirements set forth in the RFP.
Staff recommends GDR Engineering, Inc. for the design of this project based on the evaluation of their qualifications and experience.
FISCAL IMPACT
Staff negotiated with GDR Engineering, Inc. for a final and agreeable scope of work and fee of $131,435. Staff recommends awarding the design to GDR Engineering, Inc. and authorizing the budget with our standard 10% contingency.
