MEETING DATE: May 16, 2023
ITEM NO: 5.8
SUBJECT: Reject all bids for the Ward Avenue Sewer Water Lift Station Rehabilitation Project and direct staff to re-advertise at a later date with revised scope.
RECOMMENDATION
Motion to Reject all bids for the Ward Avenue Sewer Water Lift Station Rehabilitation Project and direct staff to re-advertise at a later date with revised scope.
BACKGROUND
City of Patterson’s sewer lift station on Ward Avenue and Vicky Lynn Lane requires regular repair and is in need of replacement of pumps and other critical equipment. This project consists of replacement of the pumps, electrical panels, re-coating the interior of the lift station, vaults etc. The purpose of the rehabilitation for the sewer lift station is to promote efficiency and reduce costs by eliminating the repair and maintenance associated with outdated worn equipment. The sewer lift station site improvements will include a prepackaged submersible lift station, onsite piping, electrical service, and motor control center, demolishing the existing sewer station.
ANALYSIS
The plans and specifications of this project were prepared by GDR Engineering and advertised by the City Staff on CIPlist.com, the City’s website and Patterson Irrigator.
The City plans to re-advertise the project in future with a revised scope.
Bid opening was initially scheduled for March 30, 2023 and was re-scheduled for April 5, 2023 to allow time to answer some last minute technical questions from potential contractors. The City received three bids for this project as follows:
TNT Industrial Contractors, Inc. $888,676.00
W. M. Lyles Co. $895,463.00
D.A. Woods Construction, Inc. $979,934.00
The Engineer’s Estimate for construction was expected to be around $363,957.00.
Unfortunately, the cost for construction is much higher than anticipated. It is the staff’s recommendation that the City Council reject all bids per bidding regulations. This will enable staff to restructure the project bid documents, clarify the scope of the project and review rebidding options with revised scope. Staff is currently reviewing bid documents and will re-bid at a later date.
FISCAL IMPACT
