3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PATTERSON 4 APPROVING THE STATE DEPARTMENT OF TRANSPORTATION (CALTRANS) 5 PROGRAM SUPPLEMENTAL AGREEMENT NO. N031 REV. 3 FOR THE ROGERS 6 ROAD OVER DELTA-MENDOTA CANAL BRIDGE PROJECT BRLS-5244 (032), 7 AUTHORIZE THE CITY MANAGER TO EXECUTE THE AGREEMENT AND ALL 8 FUTURE DOCUMENTS FOR THIS PROJECT ON THE CITY’S BEHALF, AND 9 AUTHORIZE THE FINANCE DEPARTMENT TO MAKE THE NECESSARY BUDGET 10 ADJUSTMENTS FOR FISCAL YEARS 2022-2023 AND 2023-24.
11 WHEREAS, the City of Patterson has been approved to receive an additional $677,033 of 12 funding through the Federal Highway Bridge Program (HBP) for the Rogers Road over Delta13 Mendota Canal Bridge Project; and 14 WHEREAS, these new improvements will promote roadway safety, and help bring the 15 bridge in compliance with today’s design standards; and 16 WHEREAS, in order to receive funds from Caltrans, the City Council must authorize an 17 official to execute a Program Supplemental Agreement. This agreement sets forth the 18 requirements for use of the Federal funds. Caltrans requires that this type of agreement be 19 executed for each project by the agency receiving the funds; and 20 WHEREAS, once the agreement is signed, Caltrans will issue an “Authorization to 21 Proceed” which allows the City to proceed with the work for the project. 22 WHEREAS, the City of Patterson will accept a total of $1,252,478 in grant funds from 23 Caltrans, and provide a local match in the amount of $162,272 from Fund 326 for the purposes 24 of Local Transportation Funding, and;
25 WHEREAS, the Council Authorizes the Finance Department to make the necessary 26 budget adjustments for Fiscal Years 2022-2023 and 2023-24, and; 2 1 WHEREAS, the City of Patterson will commit to use the grant funds only as approved 2 by the granting agency.
3 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Patterson 4 does hereby:
5 1. Approve the State Department of Transportation (Caltrans) Program Supplemental 6 Agreement No. N031 Rev. 3 for the Rogers Road over Delta-Mendota Canal Bridge Project 7 2. Authorizes the City Manager to execute the agreement, conduct all negotiations, execute 8 and submit all documents including, but not limited to applications, agreements, reports, 9 insurance, payment requests and so on, which may be necessary for the completion of the 10 aforementioned project on behalf of the City.
11 3. Authorizes the Finance Department to make the necessary budget adjustments for Fiscal 12 Years 2022-2023 and 2023-24
