MEETING DATE: August 15, 2023
ITEM NO: 7.5
SUBJECT: Approve Consulting Agreement with Stantec Consulting Services, Inc. for Design of Full Trash Capture System at Salado Creek and Olive Avenue Basin and Authorizing the City Manager or his Designee to Execute the Agreement in the Amount not to Exceed $200,000.

RECOMMENDATION
Motion to Approve Consulting Agreement with Stantec Consulting Services, Inc. for Design of Full Trash Capture System at Salado Creek and Olive Avenue Basin and Authorizing the City Manager or his Designee to Execute the Agreement in the Amount not to Exceed $200,000.

BACKGROUND
The State Water Resources Control Board (Water Board) issued a letter to the City dated June 1, 2017, regarding the Statewide Trash Provisions (Trash Provisions), which establish a water quality objective for trash and prohibition of trash discharge to surface waters of the State under the City’s existing Stormwater Phase II MS4 Permit (Order No. 2013-0001-DWQ) within the timeframe specified by the Trash Provisions (December 2030). The Trash Provisions allow for two methods of compliance for Phase II MS4 permittees that are referred to as Track 1 and Track

2. Track 1 consists of installing, operating, and maintaining Full Capture Systems for the storm drain network that capture runoff from the Priority Land Uses.

Track 2 consists of installing, operating, and maintaining any combination of Full Capture Systems, Multi-Benefit Projects, other Treatment Controls, and/or Institutional Controls.

Trash Provisions are implemented in two phases. The initial phase consisted of preparing a Preliminary Jurisdictional Map and selecting the compliance method (i.e., Track 1 or Track 2).

The deadline for submittal of the City’s implementation Plan was December 1, 2018. The second step was to prepare an implementation plan that consists of finalizing the Jurisdictional Map and preparing subsequent information that is dependent upon the compliance method that is selected.

The city contracted Stantec Consulting, Storm Drainage Consulting firm who prepared the City’s Storm Drainage Master Plan, to assist with completing the necessary trash assessments, jurisdictional map, and implementation plan. The City selected Track 1 and is required to comply with the Trash Amendment provisions by December 2030.

ANALYSIS
The city selected Track 1, indicating the intent to install, operate, and maintain Full Capture Systems for the storm drain network that captures runoff from the Priority Land Uses, refer to Jurisdictional Land Use Map. In August 2017, Stantec prepared the Preliminary Jurisdictional Map and in November 2018, Stantec prepared the Updated Jurisdictional Map.

The City’s approach to comply with the Full Trash Capture is to implement consolidated trash removal at the Olive Avenue Basin and near Salado Creek / Highway 33. In December 2020, Stantec completed an alternatives analysis and conceptual design for Full Trash Capture at the Olive Avenue Basin. The attached scope and fee are prepared to provide Basis of Design Report for the installation of Regional Full Trash Capture equipment to comply with the State’s 13267 Compliance Orders dated June 1, 2017. The design will consist of capturing trash from stormwater runoff (1-year, 1-hour storm event) in compliance with the California State Water Resources Control Board.

Stantec will assist with preparation of the Basis of Design Report for the new full trash capture facilities to be sited near where an existing coarse debris rack is located in Salado Creek downstream of the Highway 33 and California Northern Railroad (CNRR) crossings prior to entering a 96” CIP SD that extends northeast along Olive Ave and discharging to the San Joaquin River. The new full trash capture equipment will match with the existing channelization and surrounding infrastructure and include provisions for bypassing higher flowrates. Up to three alternatives will be evaluated.

Staff is recommending Stantec Consulting Services, Inc. for this project due to their familiarity with the City’s current storm drainage system and because they developed and completed the City’s Storm Drainage Master Plan in February 2018 and provided assistance with the trash assessment, jurisdictional map, and implementation plan submitted and approved by the State in 2018.

FISCAL IMPACT
The city has allocated sufficient funds as part of the FY 23/24 budget to cover these costs. The costs are allocated under expense account 415-000-7574 for this design phase. The city is working towards design to be able to seek grant funding for this project. The city submitted a Notice of Intent and preliminary grant application to the State in April 2023 to explore all available funding options and is pending a meeting with the State Water Board.
