RECOMMENDATION
Motion to Approve Resolution No. 2023-42, Authorizing the Acceptance of a Caltrans Department of Transportation Clean California Grant and Appropriate Grant Funds in the Amount of $8,028 to Reimburse City Expenses for the Community Recycling Day Event and Authorizing the Finance Department to Adjust the Fiscal Year 2023-24 Budget.
BACKGROUND
The City of Patterson will host the second of its two times per year, Community Recycling Day Event, on August 26, 2023. The event will be held in the Aquatics Center Parking Lot, at 1033 W. Las Palmas Avenue and will include recycling opportunities for household hazardous waste, e-waste, tires, mattresses, and paper shredding. Partners of the event include Bertolotti Disposal, Stanislaus County, Greater Valley Conservation Corps, Stericycle, Clean California (Caltrans).
The Clean California initiative is a multiyear clean-up effort led by Caltrans to keep roads and waterways free of litter, create thousands of jobs, and transform state and local public spaces through beautification efforts. As part of the litter collection component, Caltrans is supporting community events where the public can dispose of household waste safely and properly for free.
Caltrans refers to these events as Dump Day events. The City of Patterson’s Community Recycling Day Event qualifies for a grant opportunity that pays for City expenses incurred to host the event. These fees include advertising, labor, hauling materials and other recycling vendor services.
ANALYSIS
Caltrans and the City of Patterson agree to provide free Dump Day events for City of Patterson residents as part of the Clean California initiative. Parties are authorized to enter into a cooperative agreement for improvements to the State Highway System per the California Streets and Highways Code, Sections 114 and 130 and attached as Attachment “A”.
FISCAL IMPACT
There is no direct fiscal impact to the city and this grant has no match requirements. All grant funds received are revenues that are utilized for eligible costs incurred for the City’s Community Recycling Day Event. The total grant award amount is $8,028, per estimate attached as Exhibit “A” to the agreement. The grant revenue of $8,028 will be appropriated in the City of Patterson FY 2023-24 Budget for eligible costs.
