City Council Agenda Report
TO: Mayor Clauzel and Members of the City Council
FROM: Ken Irwin, City Manager
BY: Marie Guillory Jones, Director of Human Resources
MEETING DATE: August 15, 2023
ITEM NO: 7.9
SUBJECT: Approve the Job Description for a Full-Time Public Information Officer.

RECOMMENDATION
Motion to Approve the Job Description for a Full-Time Public Information Officer.

BACKGROUND
The new classification of Public Information Officer (PIO) was requested by staff and approved by the City Council as a part of the fiscal year 2023-24 budget development and approval process. This position was authorized as part of the general fund and all other funds budget with the adoption of Resolution 2023-38, previously approved by Council on June 27, 2023. The Public Information Officer classification is an exempt classification, designated as “confidential” reporting to the Program Manager in the City Manager’s office.

ANALYSIS
Currently the City of Patterson does not have a Public Information Officer. With the City of Patterson’s continued growth and development, this position will allow dedicated staff to focus on the development and implementation of the City’s communication and media platforms. This will include social media, email marketing and communications, and increasing exposure of positive media relations. This position will serve as the main point of contact for the City Manager’s office for official statements. Based on the expected business and growth of the City, multiple ongoing projects, and future projects, which includes infrastructure, development, and community-based programs and activities, it has been determined that the office of the City Manager would benefit from adding a communications, media, and web-based position to focus on effective public information dissemination, as well as development and enhancement of communication-based programs for the City.

FISCAL IMPACT
There is no fiscal impact associated with this item. Council is only approving the job description. Appropriation for salary was included in the current fiscal year 2023-24 budget.
