RECOMMENDATION
Motion to Approve Resolution No. 2023-44 approving the CDBG Consolidated Annual Performance and Evaluation Report for Fiscal Year 2022-2023.
BACKGROUND
As required by HUD, the Stanislaus County Consortium (which includes the Cities of Patterson, Oakdale, Hughson, Newman, Ceres, Waterford, and Stanislaus County) has prepared a Consolidated Annual Performance and Evaluation Report (CAPER) to document progress made in accomplishing goals set forth in the Consolidated Plan and Action Plan. The report includes the accomplishments of the individual jurisdictions participating in the Stanislaus County Community Development Block Grant Program (CDBG) Consortium, also known as the Stanislaus Urban County, for FY 2022-2023. Access to the entire report is available online at the following link:

ANALYSIS
The Draft CAPER was made available for a 15-day review and comment period which began on August 24, 2023, and ends on September 8, 2023. As part of the CAPER citizen participation process, federal regulations require a public hearing be held to solicit comments relative to the CAPER. Local Jurisdictions are required to submit a Resolution of Concurrence for the respective CAPER. Public hearings are held by the Stanislaus County Board of Supervisors. The CAPER is a report, required by HUD Entitlement Jurisdictions, on the accomplishments and progress toward fulfilling the goals of the adopted Consolidated Plan (Con Plan). Specifically, the Stanislaus Urban County's CAPER reports on the outcomes, progress, and expenditures of the CDBG, ESG, and Neighborhood Stabilization Program (NSP) programs conducted during the fiscal year, by the members participating in the Stanislaus Urban County; as well as a summary of accomplishments for the non-profit agencies that were awarded public services grants from both CDBG and ESG programs.
In Fiscal Year 2022-2023, the Stanislaus Urban County continued its focus on effectively administering and implementing CDBG, ESG, and NSP programs. HUD-funded infrastructure projects continue with a mixture of preliminary design, engineering, environmental assessments, and construction activities.
The 2022-2023 CAPER constitutes the third reporting period (the FY covering July 1, 2022 to June 30, 2023) of the Fice-year Consolidated Planning period.
In Fiscal Year 2022-2023, the Stanislaus Urban County received $2,370,213 for CDBG and $207,577 for ESG activities from HUD. The attached table provides a summary of the funding allocation among Stanislaus Urban County members.
In FY 2022-2023, the City of Patterson continued the planning and engineering for the Washburn Infrastructure Improvements Project. This project includes the installation of curb, gutter, sidewalk and ADA improvements. The project is currently being engineered with construction expected to begin in fall 2023. The Washburn Infrastructure Improvements Project is bounded by Washburn Street to the north, Tyler Street to the east, Tenbrink Lane to the south, and N. First Street to the west. In FY 2022-2023, a total of $16,561 in CDBG funding was expended on the infrastructure project.
FISCAL IMPACT
There is no fiscal impact to the City General Fund. All administration costs are paid for by CDBG allocations.
