ITEM NO: 8.1
SUBJECT: Approve the City of Patterson's Local Road Safety Plan (LRSP) and authorize staff to implement the Safety Plan.

RECOMMENDATION
Motion to Approve the City of Patterson's Local Road Safety Plan (LRSP) and authorize staff to implement the Safety Plan.

BACKGROUND
The City of Patterson was awarded funding through the Department of Transportation for the development of a Local Roadway Safety Plan Program. This program addresses the mobility and transportation safety concerns throughout the City of Patterson. The purpose of this program was to evaluate current conditions, identify potential roadway hazards, and utilize historical collision data to help prevent traffic fatalities and improve the safety of motorized and nonmotorized stakeholders who utilize the City's roadways and designated pedestrian/bicycle pathways.

ANALYSIS
The project was awarded to TJKM Transportation Consultants. The City combined their efforts with TJKM to ensure a successful outcome of developing the Local Roadway Safety Plan. These efforts included soliciting and encouraging participation from members of the public and key stakeholders. Participation from the public was vital to help understand the needs and to address the concerns of the community.

Project information was posted on the City’s website, social media and a project specific website that was created to increase public participation. The project specific website allowed residents to comment on a citywide map expressing any safety concerns, which resulted in receiving 159 responses. The City and TJKM then hosted two workshops on May 25, 2022, and May 30, 2023 via Zoom to discuss the comments received.

The ultimate goals of the LRSP:

To reduce City’s roadways and intersections collisions that kill or severely injure (KSI) To identify, analyze and prioritize roadway and intersection safety improvements on local roads The LRSP is also a required document to be eligible for the Highway Safety Improvement Program (HSIP) grant funding.
