SUBJECT: Approve the proposal from Provost & Pritchard Consulting Group for the WM-6B Waterline Replacement Project and the 9th Street Improvement Project and authorize staff to enter into a negotiated Consultant Agreement with a not to exceed cost of $286,184.
RECOMMENDATION
Motion to Approve the proposal from Provost & Pritchard Consulting Group for the WM-6B Waterline Replacement Project and the 9th Street Improvement Project and authorize staff to enter into a negotiated Consultant Agreement with a not to exceed cost of $286,184.
BACKGROUND
This project encompasses the design of the WM-6B Waterline Replacement Project and the 9th Street Improvement Project. Both projects are within the City of Patterson’s right-of-way. The WM-6B project takes place in the area bounded by Las Palmas Avenue to the north, Sperry Avenue to the south, S. 9th Street to the west, and S. 4th Street to the east. The project scope includes the design of replacing all the water mains and water service laterals within the project boundaries. An estimated 17,750 linear feet of various sizes of water pipes will be replaced and around 1,000 linear feet of various sizes of new water pipes will be installed.
The 9th Street Improvement Project scope will be to design a complete roadway reconstruction of 9th Street between Las Palmas Avenue and Sperry Avenue. Four (4) existing ADA ramps and two (2) driveways will need to be removed and replaced to ensure proper ADA paths of travel and compliance.
ANALYSIS
A Request For Proposals (RFP) for Engineering and Design Services was prepared and sent to the engineering firms on the on-call list. Three (3) proposals and estimated fees (based on hourly rates) were submitted by the following firms:

FISCAL IMPACT
Staff negotiated with Provost & Pritchard Consulting Group for a final and agreeable scope of work and fee of $286,184. Staff recommends awarding the design to Provost & Pritchard Consulting Group and authorizing the budget with our standard 10% contingency. $197,890.00 Provost & Pritchard Consulting Group - WM6B Waterline Replacement Project $19,789.00 10% Contingency
