SUBJECT: Approve Resolution No. 2023-45 Adopting updated Sewer System Management Plan (SSMP) 2023 and Spill Emergency Response Plan (ERP) 2023.
RECOMMENDATION
Motion to Approve Resolution No. 2023-45 Adopting updated Sewer System Management Plan (SSMP) 2023 and Spill Emergency Response Plan (ERP) 2023.
BACKGROUND
The State Water Resources Control Board (SWRCB) adopted general waste discharge requirements for sanitary sewer systems on December 6, 2022. The order requires changes and updates to the developed and implemented SSMPs and applies to all public entities that own or operate sanitary sewer systems greater than one mile in length that collect and/or convey untreated or partially treated wastewater to a publicly owned treatment facility.
The City Council adopted the current SSMP as fully implemented and in compliance with the terms of the general waste discharge requirements on April 21, 2009 by Resolution No. 2009-24.
One of the requirements of the SSMP is an internal audit that focuses on evaluating the effectiveness of the SSMP and the City’s compliance with the requirements identified in the plan. The audit was performed by Public Works Deputy Director of Operations and Maintenance Robert Andrade with the assistance of Public Works staff.
ANALYSIS
Overall, the City has performed well in complying with State requirements and implementation of the SSMP. The SSMP has been developed to meet all compliance requirements issued by the new General Order. The new order was effective June 5, 2023. The SSMP is divided into 11 sections and complies with the new order. The spill ERP is an internal document required by the order for use by City staff. The ERP has been created and consists of all current information pertinent to the City’s operations.
Blackwater Engineering assisted City staff with the updates to the SSMP and the ERP.
