2 3 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PATTERSON 4 ADOPTING THE CITY’S UPDATED SANITARY SEWER MANAGEMENT 5 PLAN (SSMP) AND SPILL EMERGENCY RESPONSE PLAN (ERP)

8 WHEREAS, the State Water Resources Control Board adopted Order No. 2022-0103- 9 DWQ on December 6, 2022 which established a Statewide General Waste Discharge 10 Requirement for Sanitary Sewer Systems; and
11 12 WHEREAS, the Waste Discharge Requirement (WDR) regulates discharge of Sanitary 13 Sewer Overflows (SSO) to receiving waters and requires electronic reporting of all SSOs and the 14 development of a Sanitary Sewer Management Plan (SSMP); and 15 16 WHEREAS, the purpose of the SSMP is to properly manage, operate, and maintain all 17 portions of the agency’s Wastewater Collection System provide adequate capacity to convey peak 18 wastewater flows, minimize the frequency of SSOs, mitigate impacts of SSOs that may occur and 19 meet all the notification and reporting requirements; and 20 21 WHEREAS, the City of Patterson has prepared an SSMP that will address the following 22 eleven elements:

24 2. Organization
25 3. Legal Authority
26 4. O&M Program
27 5. Design and Performance Provisions
28 6. Spill Emergency Response
29 7. Sewer Pipe Blockage Control Program
30 8. System Evaluation and Capacity Assurance Plan and Capital Improvements 31 9. Monitoring, Management and Program Modifications
32 10. Internal Program Audits
33 11. Communication Program
34 35 NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Patterson 36 that it adopts the Sanitary Sewer Management Plan (SSMP) and the Spill Emergency Response 37 Plan (ERP) and authorizes City staff to move forward with the implementation. 38 39
