City Council Agenda Report
TO: Mayor Clauzel and Members of the City Council
FROM: Ken Irwin, City Manager
BY: Fernando Ulloa, City Engineer
MEETING DATE: October 17, 2023
ITEM NO: 5.3
SUBJECT: Accept all bids for the Salado Creek Trail Phase I Project, award construction to Sinclair General Engineering Construction, Inc., authorize staff to execute the contract, and Authorize the Finance Department to make the necessary budget adjustments for Fiscal Years 2023-24.

RECOMMENDATION
Motion to Accept all bids for the Salado Creek Trail Phase I Project, award construction to Sinclair General Engineering Construction, Inc., authorize staff to execute the contract, and Authorize the Finance Department to make the necessary budget adjustments for Fiscal Years 2023-24.

BACKGROUND
The City was originally awarded $1,808,145.00 from the State of California Natural Resources Agency (CNRA) for the construction of a new bike path along Salado Creek. The higher than expected construction costs caused significant delays, resulting in a phased project and multiple construction bids. The City was able to secure additional funding through CNRA for a grand total of $2,050,262.00. The additional $242,117 will be applied to the construction phase.

In general, the work for Phase I consists of constructing approximately 1,300 linear feet of new asphalt concrete bike and pedestrian trail along American Eagle Avenue from Calvinson Parkway to Sperry Avenue. An existing concrete culvert will be modified to create an undercrossing for the new trail under Sperry Avenue. Masonry and concrete retaining walls will be constructed along both sides of the approaches to the undercrossing. 273 trees will be planted along the path and a new irrigation system will be installed. Approximately 5 trail lights will be installed along the trail, along with 5 roof-mounted lights in the undercrossing and 4 wall mounted lights along the northern approach to the undercrossing. The new lights will be connected to an existing electrical service. A new storm drain pump station will be constructed at the low point near the undercrossing. Existing water and storm drain pipes will be adjusted to fit the proposed improvements.

ANALYSIS
The design for Patterson’s Salado Creek Trail Project was completed in the fall of 2021 and was subsequently advertised for construction. This project was advertised for construction on the CIP List, the City’s website, and the Patterson Irrigator. Unfortunately, the City had to readvertise this project several times. The bids that were received were significantly higher than the anticipated Engineer’s Estimates. In an effort to save this project and comply with the State of California Natural Resources Agency (CNRA) requirements, the project was redesigned and separated into two phases. Therefore, the project was readvertised for a third, and final, time in June of 2023 and bids were opened on the 14th of June.
