SUBJECT: Approve Resolution No. 2023-49, Authorizing Submittal of Individual Grant Applications for all Grant Programs for which the City of Patterson is Eligible and Authorizing the Required Budget Adjustment by the Finance Department in Fund 600 for FY 23/24 if awarded.
RECOMMENDATION
Motion to Approve Resolution No. 2023-49, Authorizing Submittal of Individual Grant Applications for all Grant Programs for which the City of Patterson is Eligible and Authorizing the Required Budget Adjustment by the Finance Department in Fund 600 for FY 23/24 if awarded.
BACKGROUND
Public Resources Code sections 48000 et seq. authorize the Department of Resources Recycling and Recovery (CalRecycle) to administer various grant programs (grants) in furtherance of the State of California’s (state) efforts to reduce, recycle and reuse solid waste generated in the state thereby preserving landfill capacity and protecting public health and safety and the environment.
In furtherance of this authority CalRecycle is required to establish procedures governing the application, awarding, and management of the grants.
ANALYSIS
With the availability of individual funding opportunities from the State’s Department of Resources Recycling and Recovery (CalRecycle), staff continues to utilize these grants to help in its Solid Waste, Recycling, and Environmental Programs.
CalRecycle grant application procedures require, among other things, an applicant’s governing body to declare by resolution certain authorizations related to the administration of CalRecycle grants.
FISCAL IMPACT
There is no direct fiscal impact to the city and their grants have no match requirements. All grant funds received are revenues that are utilized for eligible costs incurred for City programs.
Since the grant funds were not included in the FY 23/24 budget, the Finance Department will need to complete a budget adjustment in the amount of the grant funds received, if awarded.
