SUBJECT: Strategic Plan Update City Council Work Session
RECOMMENDATION
Participate in a Strategic Planning Work Session and provide direction as needed.
BACKGROUND
A strategic plan is a comprehensive roadmap that outlines an organization’s long-term goals, objectives, and actions required to achieve them. It is a forward-looking document that guides decision-making and resource allocation, ensuring all efforts align with the organization’s mission and vision. In fiscal year 2017, the Patterson City Council approved the 2017 - 2021 Patterson Strategic Plan; setting a course of action to effectively administer services and projects through established goals, objectives, and strategies.
The 2017-2021 Strategic Plan was completed by Moss Adams LLP and has served the city well but required an update to stay current with the City Council’s goals and priorities. Moss Adams LLP was retained to update the plan due to its familiarity with the city and the quality plan produced previously.
ANALYSIS
The Strategic Plan Update commenced in July 2023, and several key milestones have been achieved, including:
· Conducting interviews with the City Council, City Management, and Stakeholders. · Facilitating a management work session with City Management staff to assess Strengths, Weaknesses, Opportunities, and Threats (SWOT), as well as refining the City’s mission, vision, and values.
· Administering a citywide survey to gather feedback on potential revisions for the mission, vision, values, and goals.
Having accomplished these essential tasks, Moss Adams has organized a City Council Work Session. During this session, the input gathered thus far will be reviewed, enabling the Council to offer feedback and provide direction for the ongoing progress of the process.
FISCAL IMPACT
There is no fiscal impact as a result of this report. All costs associated with the Strategic Plan Update have been included in the approved fiscal year 2023-24 budget.
