ITEM NO: 6.7
SUBJECT: Accept all bids for the South Park Improvements, and award construction to Sinclair General Engineering Construction, Inc., authorize Staff to execute the Contract and authorize the Finance Department to make the necessary budget adjustments for Fiscal Year 2023-24.

RECOMMENDATION
Motion to Accept all bids for the South Park Improvements, and award construction to Sinclair General Engineering Construction, Inc., authorize Staff to execute the Contract and authorize the Finance Department to make the necessary budget adjustments for Fiscal Year 2023-24.

BACKGROUND
Under Prop 68, funds are available for local park rehabilitation, creation and improvement grants to local governments on a per capita basis. Grant recipients were encouraged to utilize awards to rehabilitate existing infrastructure and to address deficiencies in neighborhoods lacking access to the outdoors. A scope of work was developed and the city was awarded $191,474.

ANALYSIS
The city reviewed the draft Parks and Recreation Master Plan to identify areas where recreational deficiencies exist. It was determined Veteran’s Memorial Park (South Park) can benefit from this grant where 100 percent of the funds can be utilized. South Park currently has horseshoe pits that are underutilized and in poor condition. It is the city’s intent to remove these facilities and replace them with new hardscape, BBQ pits and picnic tables for public use.

The South Park Improvements Project design was completed in February 2023. The Project was subsequently advertised in August 2023 on CIP List, the City’s website, and the Patterson Irrigator Newspaper. Bids were scheduled and opened at 2 pm on August 31, 2023. The City received a total of two (2) bids for this project. The two bids received are listed below from lowest to highest.

Sinclair General Engineering Construction, Inc. $431,032.39 M.H.K Construction, Inc. $441,544.13
After reviewing the bid documents, Sinclair General Engineering Construction, Inc., was deemed the lowest responsible bidder.

This project was budgeted at $169,902.18 from the per Capita Grant of Prop 68, but the apparent low bid was $431,032.39. Staff is requesting a budget adjustment of $304,233.45. This amount will cover the deficit plus a 10 percent contingency. See below for proposed (project) budget:
