RECOMMENDATION
Motion to Approve the proposal from Provost & Pritchard Consulting Group for the Ward Avenue Overlay Phase II Project and section of Non-Potable Water Main, authorize staff to enter into a negotiated Consultant Agreement with a not to exceed cost of $94,066.00.
BACKGROUND
Ward Avenue is a north and south bound two-lane collector roadway. It serves the surrounding residential neighborhoods as a main roadway to their destinations and it's one of the City's busiest streets. There are several schools located in the vicinity causing heavier traffic volumes in the mornings and afternoons hours. There are residential homes that back up to this portion of Ward Avenue with downtown being just east of the project area.
This project consists of providing a design set of plans and specifications for a 2-inch Hot Mix Asphalt (HMA) overlay on Ward Avenue from west Las Palmas Ave to North 9th Street.
Design plans will include any severe damaged pavement areas to be excavated and reconstructed with the appropriate structural section thickness as well as requiring the existing road to be cold planed where tying into the existing road sections and along existing gutter sections prior to the overlay. All existing utility manholes and valve covers to be raised to new pavement grade and thermoplastic striping and pavement markings to be applied.
Staff has included the design of a portion of the non-potable water main to be installed as part of this project. This portion of project will install approximately 300 linear feet of 6” non-potable water line to connect the landscaping of the Hammon Senior Center. In recent years, the City of Patterson has been expanding its non-potable water system to utilize lower quality water that does not meet state and federal requirements for drinking and direct it for landscape uses. This portion of the non-potable water main will be moving forward at this time to coordinate the placement of the pipe with the new pavement design. This is an effort to comply with the City Street moratorium guidelines as detailed in City Ordinance No. 840.
