City Council Agenda Report
TO: Mayor Clauzel and Members of the City Council
FROM: Ken Irwin, City Manager
BY: Marie Guillory Jones, Director of Human Resources
MEETING DATE: December 5, 2023
ITEM NO: 6.5
SUBJECT: Approve the Job Descriptions for Assistant City Manager, Deputy Director of Engineering, and Human Resources Technician.

RECOMMENDATION
Motion to Approve the Job descriptions for Assistant City Manager, Deputy Director of Engineering, and Human Resources Technician.

BACKGROUND
The City of Patterson has not had an Assistant City Manager in over 13 years. During this time, the City continued to thrive as an employer and a City, and all executive level administrative duties of the Office of the City Manager have been the responsibility of the City Manager. The City has continued to grow with its residential and business developments, commercial growth, infrastructure projects, and partnerships throughout the community. As a result, the duties and responsibilities of the Office of the City Manager have grown as well. It is now imperative that an Assistant City Manager position is created for the commensurate growth and operations of the City.

The engineering division was established ten and a half years ago. At that time, engineering duties were separated from the Public Works department and the engineering division consisted of only two staff members, the Director and a Capital Projects Manager, with the assistance of external engineering firms. Over the past decade the engineering division has grown responsibly to a staff count of five which now includes an Associate Civil Engineer, Assistant Engineer, and an Administrative Assistant. Over the past several years, the City has continued to have an increase in construction development and capital projects, requiring an elevated level of support of a Deputy Director of Engineering.

A new Human Resources Technician position was previously requested and approved by the City Council as a part of the fiscal year 2023-24 budget development and approval process, with the adoption of Resolution 2023-38, approved by Council on June 27, 2023. The job description has been completed and is being submitted for approval.

ANALYSIS
Currently the City of Patterson does not have an Assistant City Manager nor a Deputy Director of Engineering. With the City of Patterson’s continued growth in staffing, residents, projected residential and business development, and construction and infrastructure projects, these positions will allow the City to continue to operate efficiently and provide quality service levels to its citizens.

The Human Resources Technician is a newly approved position for our City and requires the approval of a job description by our governing body.

FISCAL IMPACT
There is no fiscal impact associated with this action. Staff is requesting the approval of new job descriptions only.

The projected fiscal impact for filling the Assistant City Manager and the Deputy Director of Engineering positions will be brought before Council for approval at a later date. The Human Resources Technician was previously approved by Council and appropriated as a part of the initial budget for this current 2023-24 fiscal year.
