Community Development Department
Monthly Report
December 2023
The following information is provided as an update regarding the Planning and Housing Division activities during the month of December 2023, as well as updates for previously approved projects.

City Council Meetings
On December 5, 2023, the City Council considered the following item(s):

1. Vesting Tentative Subdivision Map #23-02 – Villages of Patterson Sycamore Ranch II A public hearing to consider a vesting tentative subdivision map encompassing approximately

46.23 acres of land, roughly bounded by Olive Avenue to the south, the future Wimbley Parkway to the west, future English Oak Avenue to the north and Sycamore Avenue to the east. The map would result in 247 lots proposed for development of single-family housing, along with streets and other infrastructure facilities. The project site is located within the Medium-Density Residential Zone and Low-Density Residential Zone and is subject to the Villages of Patterson Master Development Plan. The project was previously reviewed in the Villages of Patterson Environmental Impact Report. On October 26, 2023, the Planning Commission recommended approval of this item to the City Council with a 4-0 vote. The City Council voted 4-0 to approve.

2. Approve the CEQA Addendum to the 2010 General Plan EIR for the Parks and Recreation Master Plan (PRMP) and adopt the Parks and Recreation Master Plan.

The Parks and Recreation Master Plan serves as a long-term vision to guide the future of the City’s park system and provides standards and policies to direct day-to-day decisions. On September 8, 2022, the Planning Commission recommended approval of the master plan to the City Council with a 4-0 vote. The City Council voted 4-0 to approve.

Planning Commission Meetings
On December 21, 2023, the Planning Commission considered the following item(s):

1. Variance #23-01 – Residential Reconstruction – 373 C Street, Patterson, APN: 131-016-017 Consideration of a Variance to allow the reconstruction of a single-family dwelling within the Downtown Residential zone at 373 C Street. The original structure suffered complete loss after a fire. The applicant is seeking approval of the new dwelling with minor variances to the development standards. Due to the small size of the parcel, the proposed dwelling will be built with no setback from the front property line. Existing dwellings within the area also have zerosetbacks from the front property line. The Planning Commission voted 4-0 to approve this item.

The next regularly scheduled meeting will be held on January 25th at 7:00 PM.

Master Plan Update
The administrative draft Downtown Master Plan (DMP) has been prepared by RRM Design Group and is undergoing final amendments. The public draft Downtown Master Plan will be available for comment and review beginning mid-January as environmental review (CEQA) work on the DMP begins. It is anticipated that the remaining components (including public review/hearings and CEQA) in support of the DMP will be completed leading up to City Council review and adoption in June 2024.

Downtown Plaza Circle String Lighting Project
City staff and technical consultants collaborated during site walk-throughs in early and late November 2023. Draft plans and budgetary estimates are due from the consultant team in early January to then be reviewed by staff.
