2 RESOLUTION NO. 2024-03
3 4 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PATTERSON, 5 APPROVING A RETAINER FOR CONSULTING SERVICES AGREEMENT WITH 6 BELLECCI, BLACK WATER CONSULTING ENGINEERS, NORTHSTAR 7 ENGINEERING GROUP, O’DELL ENGINEERING, AND PROVOST & PRITCHARD 8 FOR GENERAL ENGINEERING AND SURVEYING SERVICES FOR A TERM OF 9 THREE YEARS
10 11 WHEREAS, the City of Patterson is required to procure professional consultant 12 services on the basis of demonstrated competence and professional qualifications, 13 referred to as Qualifications Based Selection; and
14 WHEREAS, the recent approvals of the Water, Sewer, Storm Master Plans, local 15 funding through Measure L, and State funding through SB1 will generate projects in each 16 of the following three years that will require General Engineering Services; and 17 WHEREAS, the five proposals that were submitted were thoroughly reviewed 18 and using categories of professional qualifications, local agency experience, staff 19 competence/abilities, accessibility, responsiveness; and 20 WHEREAS, for each project, a preliminary scope will be developed and sent to 21 the five firms selected. And firms will then submit a scope, schedule, and price for said 22 project; and
23 WHEREAS, the retainer agreements are for a three year term, with options to 24 extend for two additional one year terms.
25 NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of 26 Patterson does hereby:
27 1. Approve the Retainer Consultant Services Agreement with Bellecci, Black Water 28 Consulting Engineers, NorthStar Engineering Group, O’Dell Engineering, and 29 Provost & Pritchard for General Engineering and Surveying Services for a term of 30 three years.
31 2. Authorizes the City Manager to execute the agreements. 2 1 The foregoing resolution was passed by the City Council at a regular meeting held on the 16
