MEETING DATE: April 16, 2024
ITEM NO: 6.7
SUBJECT: Adopt Resolution No. 2024-22 Authorizing the City Manager to Prepare a WaterSMART Planning Grant Application, Accept Grant Funding Approval, and Execute the WaterSMART Planning Grant Funding Agreement Upon Approval for the City of Patterson Del Puerto Creek Recharge and Recovery Project.

RECOMMENDATION
Motion to Adopt Resolution No.

BACKGROUND
On October 14, 2021, the city of Patterson (City) entered into an agreement with Woodard & Curran for the preliminary design of the Zacharias Development Stormwater Recharge project (also known as the Del Puerto Creek Recharge and Recovery Project). The goal of the project was to prepare a preliminary design report (PDR) that includes conceptual project layout, preliminary design, a high-level engineers cost estimate and a preliminary elapsed-time schedule.

These deliverables represent the minimum level of effort that will be required to obtain additional outside funding for the final design, permitting, environmental review and construction of the recharge project. The primary objective of the City is to recharge the underlying Delta-Mendota Groundwater Subbasin to offset increased potable and non-potable water demands resulting from construction of new development.

ANALYSIS
Based on the draft PDR, the City is preparing a grant application under the WaterSMART Planning Grant Program with an application due date of May 21, 2024. The City plans to pursue $400,000 in grant funding to further Project design.

FISCAL IMPACT
There is no fiscal impact at this time. Consultant fees for the application were budgeted as part of Fiscal Year 2023/24.
