ITEM NO: 6.5
SUBJECT: Adopt Resolution No. 2024-21 of concurrence and support of the Stanislaus Urban County and Stanislaus HOME Consortium Fiscal Year 2024-2025 Annual Action Plan.

RECOMMENDATION
Motion to Adopt Resolution No. 2024-21 of concurrence and support of the Stanislaus Urban County and Stanislaus HOME Consortium Fiscal Year 2024-2025 Annual Action Plan.

BACKGROUND
The City of Patterson is a member of the Stanislaus Urban County CDBG and HOME Consortium, consisting of Stanislaus County, the Cities of Ceres, Hughson, Newman, Oakdale, Riverbank and Waterford. Participation in the Consortium enables the County and Participating Jurisdictions to access funds directly from the federal government for the Community Development Block Grant ( CDBG) and Home Investment Partnership (HOME) Programs, rather than compete for funds through the State. The FY 2024-2025 Annual Action Plan covers both CDBG and HOME Programs. As of the date of this staff report, the final HUD allocation for the CDBG and HOME programs had not been released. Once released, the funding allocations for all members of the Urban County and Consortium will be adjusted proportionally.

The estimated funding allocations in the Draft AAP are based on Fiscal Year 2023-2024 HUD funding and are only used as projections per HUD guidance.

CDBG
For Fiscal Year 2024-2025, it is anticipated that the City o f P a t t e r s o n will be allocated approximately $181,638 under the CDBG Program (see attached allocation chart).

The goals of the Consortium as established under the federal CDBG program guidelines are as follows: 1) to provide decent housing; 2) to provide a suitable living environment; and 3) to expand economic opportunities.

The City of Patterson's CDBG allocation for FY 2024-2025 will be utilized for the continuation of the Washburn Infrastructure Project consisting of infrastructure improvements (curb, gutter, sidewalk, street lighting, and ADA improvements). During FY 2024-2025 staff will also initiate environmental work and design for Apricot Estates Infrastructure Project; which is an extension of the improvements (curb, gutter, sidewalk, street lighting, and ADA improvements) under the Washburn Infrastructure Project. A portion of the CDBG allocation ($5,000) is earmarked for administration.

HOME
For Fiscal Year 2024-2025, it is anticipated that the City of P a t t e r s o n will be allocated approximately $133,355, under the Home Investment Partnership (HOME) Program (see attached allocation chart). The goals of the Consortium as established under the federal HOME program guidelines is to further affordable housing activities benefiting low-income households.

A series of public meetings were held in each of the Consortium member's jurisdiction. For the City of Patterson, the community meetings on the Draft FY 2024-2025 Annual Action Plan (AAP) were held on February 15, 2024 and on April 4, 2024 at 5 p.m. at the Council Chambers.

In addition, the Draft AAP has been available for public review in the Stanislaus County Planning and Community Development Department, as well as various locations throughout the County.

The Stanislaus County Board of Supervisors opened the 30-day public comment period on March, 29, 2024 and has scheduled a public hearing on April 30, 2024 at 9 a.m. to consider approval of the Fiscal Year 2024-2025 Annual Action Plan; the draft copy of the AAP may be found at the following link:
