Monthly Report
March 2024
The following information is provided as an update regarding the Planning and Housing Division activities during the month of Marchy 2024, as well as updates for previously approved projects.

Planning Commission Meetings
On March 14, 2024, the Planning Commission considered the following item(s):

1. General Plan Amendment/Rezone #24-01, Planned Development #22-03, Tentative Parcel Map #22-02 – Delta Marketplace, APN: 021-098-001
A public hearing to consider a General Plan Amendment and Rezone to redesignate approximately 18.42 acres of land from Light Industrial to General Commercial. The site is located east of the Delta Mendota Canal and south of Sperry Avenue, within the West Patterson Business Park Master Development Plan. The project also includes an application for a Planned Development overlay and a tentative parcel map. The Planned Development Overlay would designate the area for a 94,394-square-foot shopping center, divided among multiple buildings.

The parcel map would divide the property, APN 021-098-001 into 13 parcels ranging in size from 0.62 to 1.97 acres in preparation for commercial development. The Planning Commission recommended approval of this item to the City Council with a 4-0 vote.

On March 18, 2024, the Planning Commission considered the following item(s):

2. Development Agreement – Zacharias & Baldwin Master Plan Project Consideration of a Development Agreement between the City of Patterson (“City”) and developers of the Zacharias & Baldwin Master Plan Project (“Master Plan”). On August 16, 2022, the City Council adopted various approvals in connection with the Master Plan, including a General Plan Amendment, Prezoning of the Master Plan area, a Final Environmental Impact Report, and an application to Stanislaus LAFCO to annex the Master Plan area into City limits. The Master Plan includes approximately 1,375 acres and would add to the City new residential units, commercial and industrial uses, parkland, roadways, schools, and related infrastructure. The Development Agreement provides certain terms and conditions regarding development, infrastructure, and financing for the Master Plan. The Development Agreement being considered only applies to areas planned for residential development in the Zacharias Area of the Master Plan. The “Zacharias Area” of the Master Plan is approximately 1,279 acres located north of existing City limits, bounded by Zacharias Road to the North, Ward Avenue to the East, and Rogers Road to the West. The Planning Commission recommended approval of this item to the City Council with a 5-0 vote.

The next regularly scheduled meeting will be held on April 14th, 2024 at 7:00 PM.

Master Plan Update
The administrative draft Downtown Master Plan (DMP) has been prepared by RRM Design Group and is undergoing final amendments. The public draft Downtown Master Plan will be available for comment and review beginning mid-January as environmental review (CEQA) work on the DMP begins. It is anticipated that the remaining components (including public review/hearings and CEQA) in support of the DMP will be completed leading up to City Council review and adoption in June 2024.
