RECOMMENDATION
Motion to Accept bid for the City of Patterson - 6
th Cycle Housing Element Update Project,
award contract for professional services to EMC Planning Group Inc., authorize Staff to execute the Contract and make necessary budget amendments in FY 2023/24 to fund the contract.
BACKGROUND
The City of Patterson last updated the Housing Element of its General Plan in February 2016.
The Housing Element is required under State law to be updated every eight (8) years in a manner that addresses the Regional Housing Needs Allocation (RHNA). The 6th cycle planning period is 2023 to 2031, and the RHNA assigned to the City of Patterson is 2,491 housing units of varying levels of affordability. Following extensive research, public outreach, draft plan preparation and review by the California Department of Housing and Community Development (HCD), the updated Housing Element will include policies, programs, incentives, and objectives to achieve the City’s housing goals. Upon completion, the Housing Element Update will require adoption by the City Council, certification by HCD, and will ensure continued City eligibility for State grant funds.
ANALYSIS
The City published and solicited a Request for Proposals (RFP) for qualified professionals to update the City’s General Plan Housing Element. The RFP was posted at City Hall, on the City’s website, with an online national bid hosting and advertising service, and sent directly to multiple qualified firms. As part of the RFP scope, the prospective consultant was asked to facilitate community engagement; present recommendations and gather feedback from elected officials and community members; prepare the updates for adoption; and coordinate with HCD to ensure certification of the Housing Element.
EMC Planning Group, Inc. was the only firm that submitted proposals to the City by the April 26, 2024 deadline.
FISCAL IMPACT
The 6th Cycle Housing Element costs were partially budgeted in the 2023/24 Community Development Department Budget Fund 100-300-6210 (Planning Professional Services), though never encumbered. Staff requests a supplemental appropriation from the unappropriated fund balance in Fund 100 to account 100-300-6210 to cover the full costs of this contract.
