City Council Agenda Report
TO: Mayor Clauzel and Members of the City Council
FROM: Ken Irwin, City Manager
BY: Nubia Goldstein, City Attorney
MEETING DATE: May 7, 2024
ITEM NO: 8.7
SUBJECT: Authorize the City manager to execute the Memorandum of Understanding between the Patterson Joint Unified School District and City of Patterson for School Crossing Guard Services.

RECOMMENDATION
Motion to Authorize the City manager to execute the Memorandum of Understanding between the Patterson Joint Unified School District and City of Patterson for School Crossing Guard Services.

BACKGROUND AND DISCUSSION
Historically, the Patterson Joint Unified School District (“District”) has provided crossing guards for the safety and support of students crossing city streets to arrive at school each day. In recent years, the City of Patterson (“City”) has provided these crossing guards through a partnership with the School District.

Effective as of the 2024/2025 school year, the City will no longer provide crossing guards.

Under the proposed Memorandum of Understanding (“MOU”), the School District will hire and provide crossing guards and the City will pay for half of the cost incurred by the District to employ those crossing guards for the 2024/2025 school year, not to exceed Eighty-Five Thousand Dollars ($85,000).

FISCAL IMPACT
For the 2023/2024 school year, the City will incur up to one hundred four thousand and seventytwo dollars ($104,072) for crossing guard services. Under the proposed MOU, the City will incur no more than Eighty-Five Thousand Dollars ($85,000) for Fiscal Year 2024/2025.

ALTERNATIVE ACTIONS
The City Council’s options regarding the MOU include:

1. Authorize the City Manager to execute the MOU;

2. Continue the item to a later meeting of the City Council and provide direction to staff for modifications to propose to District representatives; or

3. Reject the MOU.
