(Updated: March 2024).

Grants and Special Projects
 South Park Per Capita Grant: The contract has been awarded (Last Update: May 2024).  These are the main projects which Public Works and Engineering are focusing on. These projects include:
o Staff continue to work with Engineering to develop the City’s Track 1 Trash Implementation Plan to comply with the State’s Trash Policy requirements. The plan was submitted to the State in December 2018 and the City has 10 years from this date to complete the implementation of their full trash capture plan. Design funds were approved in the FY 19/20 budget. Proposals for design were received and a consultant agreement is currently in progress. The kickoff meeting was held, and the project is currently in progress. The city will be submitting their implementation plan and full 2 trash capture device option(s) to the State. Once approved, staff will work on the next phases of this project which includes preliminary projects design/bid plans. The city will be exploring Prop 1 grant opportunities for this project. (No change). o WQCF Administration LEED Building. Construction is complete and staff have moved in. (Last Update: May 2024).

F.O.G (Fats, Oils, & Grease) Program
The city continues to conduct FOG inspections on a regular basis to ensure compliance.

Businesses that generate fats, oils, and grease are required to have grease interceptors/trap and perform on-going maintenance. The program continues to grow with additional businesses opening up. (Last Update: December 2023).

Storm Water Pollution Prevention Program
 A new Phase II Stormwater Permit is in progress at the State level. Once it is adopted, it will be implemented. The city must comply with everything that is in the current permit. It is anticipated that the new permit will be implemented in 2024. Under this new permit, the school districts will be brought in and will be required to have their own stormwater programs. The new permit has not yet been released. (Last Update: October 2023).  The City awarded the design contract to Stantec Engineering for the design of the City’s trash capturing system. The System will consist of trash capturing devices and improvements at the Olive Avenue regional basin and Salado Creek. The kickoff meeting was held in September and the staff is collaborating with the consultant to identify options for this project. Once the project Cost Estimate is developed, the city will be submitting a stormwater grant application to the State Water Resources Control Board to seek funding assistance for this project. (Last updated: January 2024).
3 Water Division & Water Conservation Program
The State Water Resources Control Board has rescinded the mandatory conservation standards that have been in place since 2015. The reporting requirements and prohibitions on water waste will remain. The current prohibitions against wasteful water use practices include outdoor watering during or within 48 hours after a rain event; hosing down a sidewalk instead of using a broom or a brush; and overwatering a landscape to where water is running off onto the sidewalk or into the gutter.
