NOTICE OF PUBLIC HEARING
THE CITY OF PATTERSON CITY COUNCIL
NOTICE IS HEREBY GIVEN that the City Council of the City of Patterson (“City”) will hold a public hearing on Tuesday, ______, 2024, at 7:00 p.m., or as soon thereafter as the matter may be heard, in the City Council Chambers, 1 Plaza, Patterson, CA to consider the adoption of:
An Ordinance of the City Council of the City of Patterson, Amending Chapter 3.08, Procurement, of Title 3, Revenue and Finance, of the Patterson Municipal Code.
Chapter 3.08, Procurement, of the Patterson Municipal Code provides requirements and procedures for acquiring supplies, services, and equipment. This Ordinance amends Chapter 3.08 to improve the City’s procurement process and provide clarification about the City’s procurement procedures.
The proposed amendments to Chapter 3.08 would exempt procurements from the bid process if the procurement is $5,000 or less, an increase from the current $500 limit. The proposed amendments also allow the City Manager to delegate certain procurement responsibilities to a designee. The proposed amendments provide additional parameters for selecting professional services contractors as specified in state law. Further, the amendments add cooperative purchasing to the list of exceptions to formal bidding. In addition, the amendments provide circumstances for rejecting bids and proceeding with a project without further complying with the bid process. Also, the amendments add state law requirements and procedures for procurement of public projects under the Uniform Public Construction Cost Accounting Act. Finally, the amendments make non-substantive grammatical corrections and clarifying edits to Chapter 3.08.
ALL INTERESTED PARTIES are invited to attend the Tuesday, ____, 2024, public hearing to express opinions or submit evidence for or against the adoption of the Ordinance. At the above noted time and place, testimony from interested persons will be heard and considered by the City of Patterson City Council before taking action or making any recommendation on the proposed Ordinance. On request, the agenda and the documents in the hearing agenda packet can be made available to persons with a disability. In compliance with the Americans with Disabilities Act, the City of Patterson encourages those with disabilities to participate fully in the public hearing process. Written comments are also accepted, before the hearing, by the City Clerk’s office, at 1 Plaza, Patterson, CA 95363.
Copies of the proposed Ordinance will be available for public review at City Hall, 1 Plaza, Patterson, CA 95363, at least three (3) days before the hearing.
