City Council Agenda Report
TO: Mayor Clauzel and Members of the City Council
FROM: Ken Irwn, City Manager
BY: Nubia Goldstein, City Attorney
MEETING DATE: July 16, 2024
ITEM NO: 8.1
SUBJECT: Appoint Interim Assistant City Manager Fernando Ulloa as Interim City Manager and approve a three percent (3%) salary increase commensurate with said appointment, effective July 1, 2024.

RECOMMENDATION
Motion to Appoint Interim Assistant City Manager Fernando Ulloa as Interim City Manager and approve a three percent (3%) salary increase commensurate with said appointment, effective July 1, 2024.

BACKGROUND
City Manager Ken Irwin has retired and has terminated his employment with the City of Patterson. Mr. Irwin’s last day of employment was June 30, 2024. It is imperative to designate an interim City Manager until the position is permanently filled. Interim Assistant City Manager Fernando Ulloa has frequently served as Acting City Manager in the absence of the City Manager. The City Council has the authority to appoint an Interim City Manager.

ANALYSIS
The City Manager position is a critical role for City administration. Appointing an interim will provide necessary continuity for City staff, the community, and our business partners and developers.

While serving in the capacity of Interim City Manager, it is recommended Mr. Ulloa’s current salary be increased by 3% to $18,471.26 per month or $221,655.09 annually. This increase places his salary within the current approved FY2023-24 salary range of the City Manager classification, as listed on the City’s publicly available pay schedules (CCR 570.5); and the recommended base pay amount is similar to members of the same class of employment in accordance with GC section 20636(b)(1). No additional benefits or incentives are recommended.

FISCAL IMPACT
There is no fiscal impact associated with this action. Salary and benefit costs for the City Manager position are included in the City’s annual budget.
