FROM: Ken Irwn, City Manager
BY: Fernando Ulloa, City Engineer
MEETING DATE: August 20, 2024
ITEM NO: 6.6
SUBJECT: Accept all bids for the Pedestrian Controlled Crosswalk Safety Project, award construction to Zara Construction, Inc., authorize Staff to execute the Contract and authorize the Finance Department to allocate additional funds in the amount of $903,685.00 from Fund 329.

RECOMMENDATION
Motion to Accept all bids for the Pedestrian Controlled Crosswalk Safety Project, award construction to Zara Construction, Inc., authorize Staff to execute the Contract and authorize the Finance Department to allocate additional funds in the amount of $903,685.00 from Fund 329.

BACKGROUND
The City was awarded $908,280 in funding through the Measure L Community Connection or Rail Services Grant to make necessary pedestrian improvements at two specific locations. The grant also has a 5% local Measure L funding match. During the design phase, a third location by Walnut Grove School was added. The third location will be paid for with local Measure L Dollars only.

ANALYSIS
The proposed Project will install two new pedestrian crosswalks and upgrade another existing crosswalk with new pedestrian safety elements. The existing crosswalk on Sperry Avenue and 9th Street will be upgraded with a High Intensity Activated Crosswalk (HAWK) System on mast arms, with new striping, and ADA ramps. A new crosswalk will be constructed on Ward Avenue and Las Palmas Avenue/Mackilhaffy Drive with a rectangular Rapid Flashing Beacon (RRFB) System on mast arms, with new striping, and ADA ramps. Another new crosswalk will be installed on Hartley Street and Somerset Way. These improvements include a new ADA ramp, streetlight, bike lane delineators, with striping and signage to increase pedestrian and bike safety in the vicinity of Walnut Grove School.

Expected benefits for the new pedestrian safety elements include safer access to StanRTA facilities and an increase in walking trips by residents to nearby schools, grocery stores, health care centers, active recreation centers, and employment centers.
