SUBJECT: Adopt Resolution No. 2024-50 to approve and authorize execution of a Purchase and Sale Agreement for APN 047-026-026, approximately 18 acres to serve as the future sports complex for the Villages of Patterson Master Plan.
RECOMMENDATION
Motion to Adopt Resolution No. 2024-50 to approve and authorize execution of a Purchase and Sale Agreement for APN 047-026-026, approximately 18 acres to serve as the future sports complex for the Villages of Patterson Master Plan.
BACKGROUND & ANALYSIS
The Villages of Patterson development project began in 2006. The Villages Master Plan covers 692 acres located south of Eucalyptus Avenue, east of State Highway 33, west of Sycamore Avenue, and north of Walnut Avenue. Development in the Villages stalled for a period of time, but began progressing again around 2018.
Phase 1 of the Villages Master Plan includes all lands south of Olive Avenue. Phase 1 has advanced significantly, with four (4) developers having developed different sites in Phase 1.
The Villages Master Plan contemplates development of a 40-acre drainage basin and sports complex, including parking, restroom facilities, and streetscapes. The Villages Master Plan proposes eight (8) soccer fields to be contained within the sports complex.
In 2003, the City acquired half of the acreage required for the sports complex to serve as a drainage basin for the City’s storm drainage system. This area currently provides storm drainage for the City and existing development in the Villages project. The Villages Master Plan describes that the basin is planned to be deepened and expanded to the west to accommodate buildout of the Villages project. With development of the Villages project advancing, it has become timely to acquire the remaining acreage to accommodate new residents and continued buildout of the Villages project.
Attachments are included with this report for reference by the Council, as depictions of the ultimate sports complex and drainage plan for the Villages project.
Development of the sports complex is an eligible facility for funding from the community facilities district formed for the Villages project (CFD 2018-1). As such, CFD 2018-1 is the identified funding source for acquisition and development of the sports complex.
SUMMARY OF TERMS IN PURCHASE & SALE AGREEMENT
City staff has negotiated terms with the property owner for acquisition of the remaining acreage, for consideration by the City Council. The parcel proposed for acquisition is approximately 18 acres at the corner of Sycamore Avenue and Olive Avenue, as shown in the image below.
The City would be acquiring the parcel to the west. The purchase price is proposed at $1,186,900. Closing is anticipated to occur in November or earlier, upon review of title and the due diligence period.
Also of note is that there is an existing tenant at the site who conducts farming on the property.
As it may be some time until development of the sports complex, City staff will engage the farmer to see if the farmer is interested in continuing to the lease parcel, until future development of the sports complex.
FISCAL IMPACT
The CFD for the Villages project was formed in 2018. Bonds have been issued as development occurs in the Villages project, to this date, two bond tranches have been issued. Funds are available in the CFD fund to pay for the acquisition of the Property. The acquisition will have no impact on the City’s general fund. Additional CFD funding will become available for development of the sport complex as development of the Villages project continues.

The City Council’s options regarding the Resolution include:
1. Adopt the Resolution No 2024-50;
2. Continue the item to a later meeting of the City Council and provide direction to staff for any changes;
