City Council Agenda Report
TO: Mayor Clauzel and Members of the City Council
FROM: Ken Irwn, City Manager
BY: Bryan Stice, Community Development Director
MEETING DATE: August 20, 2024
ITEM NO: 9.2
SUBJECT: Direct City Staff to Obtain Cost Estimates for Design Implementation of the City-wide Wayfinding Program.

RECOMMENDATION
Motion to Direct City Staff to Obtain Cost Estimates for Design Implementation of the City-wide Wayfinding Program.

BACKGROUND
In 2019, the City Council initiated a wayfinding sign program. Initial focus of that program was a gateway “welcome” monument sign to be located near the intersection of Sperry Avenue and Rogers Road. Over a series of meetings, the City Council developed a final design for that sign.

Primary focus was placed on the gateway sign, however, those initial discussions also included initial discussion regarding the design of wayfinding/directional signs proposed to guide residents and visitors to key points within the city and reflect design elements of the gateway sign. As final engineering is being completed for that sign and prepared for a construction bid, attention turned to the second phase of the project, wayfinding signage.

PROJECT DESCRIPTION
The attached Design Intent includes the following key components:
· Outlined purposes of the wayfinding sign program;
· Sign designs, including shape, and ornamentation, dimensions, font, colors, typical layouts, spacings and margins;
· Construction details;
· Listed destinations; and
· Sign locations with message schedules.

Two sizes of signage are included (based on street widths and traffic speeds), to take into account the guidelines contained in the Manual of Uniform Traffic Control Devices - the national standard for signage and other devices along streets which considers color, contrast, font type, and sizes, number of listings, etc.

As a next step, Graphic Solutions, the City’s consultant for the wayfinding sign program, and city staff recommend that the City Council review the Design Intent package and direct staff to obtain cost estimates for implementation. The City Council may direct staff to produce a mockup (using temporary materials) to test the concept in an actual location for readability and scale, before preparation of final construction documents and implementation of the city-wide program.

For mock-ups, staff proposes sites DR-12 and DR-13. This would provide concept signs in both the smaller and the larger sizes and are in locations that are least likely to cause confusion in isolation from the rest of the sign program.
