MEMORANDUM
August 20, 2024
To: Mayor and City Council
From: Jennifer Riedeman, Finance Director
SUBJECT: INVESTMENT REPORT FOR QUARTERS ENDED MARCH 2024 & JUNE 2024 This memo transmits the investment report for quarters ending March 31, 2024 and June 30, 2024 to meet the reporting requirements of the City’s Investment Policy and the California Government Code.

The attached investment reports provide quarterly investment transactions (Exhibit 1) and listings of the City’s investments (Exhibit 2). The City’s investment holdings are in compliance with California Government Code Sections 53600, et seq. and with the City’s Investment Policy.

Background
The City Council’s Investment Policy requires that quarterly statements be submitted to the City Council within thirty days following the end of the quarter or a reasonable period of time.

Code Section 53607 provides that the quarterly statements include detailed listings of investments, including the type of investment, issuer, date of maturity, and par and dollar amount invested. The statements must also include monthly reports of investment transactions.

Code Section 53646 also provides that the report shall state whether the investments are made in compliance with California Government Code Sections 53600, et seq. and with the City’s Investment Policy.

Finally, Section 53646 requires that the quarterly report must include a statement about the City’s ability to meet its expenditure requirements for the next six months.

Investments Authorized by the California Code and the City’s Investments Policy The City follows the practice of pooling cash and investments of all funds, except for funds required to be held by fiscal agents under the provisions of bond indentures. Interest income earned on pooled cash and investments is allocated on an accounting period basis to the various funds based on the period-end cash and investment balances. Interest income from cash and investments with fiscal agents is credited directly to the related fund.

The table below identifies the investment types that are authorized by the City's investment policy.

This table does not address investments of debt proceeds held by bond trustees that are governed by the provisions of debt agreements of the City, rather than the general provisions of the California Government Code or the City's investment policy.

Over 95% of the residential meters have been replaced and the Contractor is working on meters that are in the commercial areas. (Last update: May 2024).  Staff have been working with Willdan Consulting on updating several City facilities, Parks, and Recreation impact fees. Staff has met with the consultant and the Parks & Recreation Master Plan consultant to finalize the costs associated with parks/recreational facilities. The Public Hearing for this item is scheduled for September 17, 2024. (Last Update: July 2024).  Staff began researching a loan program for businesses to be able to comply with regulatory requirements. The loan guidelines, process, and funding will be presented to the City Council in the next couple of months. (Last Update: March 2024).  Staff have been working closely with Finance to complete the FY 24/25 budget and the public workshop has been completed. This item will be brought to the Council for review and approval on August 20, 2024. (Last Update: July 2024).
 Staff have been working with Finance to complete the Cost Allocation Plan (CAP) Update. The CAP summarizes a comprehensive analysis that has been completed for the city to determine the appropriate allocation of costs from central service departments to the operating departments. The primary objective is to allocate costs from departments that provide services internally to operating departments that conduct the day-to-day operations necessary to serve the community. This item is scheduled for Council review on August 20, 2024. (Updated: July 2024).
 The Garbage Rate Study is now moving forward with Council presentation to initiate proceeding/Prop 218 on September 3, 2024. If adopted, the new five year rate increases would be implemented January 1, 2025. (Update: July 2024).

Grants and Special Projects
 South Park Per Capita Grant: The contract has been awarded (Last Update: May 2024). The work is scheduled to begin once all materials have been received. Estimated construction to begin in Summer 2024.
 These are the main projects which Public Works and Engineering are focusing on. These projects include:
o Staff continue to work with Engineering to develop the City’s Track 1 Trash Implementation Plan to comply with the State’s Trash Policy requirements. The plan was submitted to the State in December 2018 and the City has 10 years from this date to complete the implementation of their full trash capture plan. Design funds were 2 approved in the FY 19/20 budget. Proposals for design were received and a consultant agreement is currently in progress. The kickoff meeting was held, and the project is currently in progress. The city will be submitting their implementation plan and full trash capture device option(s) to the State. Once approved, staff will work on the next phases of this project which includes preliminary projects design/bid plans. The city will be exploring Prop 1 grant opportunities for this project. (No change). o WQCF Administration LEED Building. Construction is complete and staff have moved in. (Last Update: May 2024).
o Ward Avenue Sewer Lift Station Rehabilitation Project. Bids were received, all were significantly over budget. The council has rejected all bids. (Last update: June 2023). o Slurry Seal Project. The scope of the work is being determined and preliminary design is underway. This project will be ready to go out to bid in the summer so that work can be completed in the Fall. (Last update: March 2024).

F.O.G (Fats, Oils, & Grease) Program
The city continues to conduct FOG inspections on a regular basis to ensure compliance.

Businesses that generate fats, oils, and grease are required to have grease interceptors/trap and perform on-going maintenance. The program continues to grow with additional businesses opening up. (Last Update: December 2023).

Storm Water Pollution Prevention Program
 A new Phase II Stormwater Permit is in progress at the State level. Once it is adopted, it will be implemented. The city must comply with everything that is in the current permit. It is anticipated that the new permit will be implemented in 2024. Under this new permit, the school districts will be brought in and will be required to have their own stormwater programs. The new permit has not yet been released. (Last Update: October 2023).  The City awarded the design contract to Stantec Engineering for the design of the City’s trash capturing system. The System will consist of trash capturing devices and improvements at the Olive Avenue regional basin and Salado Creek. The kickoff meeting was held in September and the staff is collaborating with the consultant to identify options for this project. Once the project Cost Estimate is developed, the city will be submitting a stormwater grant application to the State Water Resources Control Board to seek funding assistance for this project. (Last updated: January 2024).

Water Division & Water Conservation Program
The State Water Resources Control Board has rescinded the mandatory conservation standards that have been in place since 2015. The reporting requirements and prohibitions on water waste will remain. The current prohibitions against wasteful water use practices include outdoor watering during or within 48 hours after a rain event; hosing down a sidewalk instead of using a broom or a brush; and overwatering a landscape to where water is running off onto the sidewalk or into the gutter.

Monthly Report
July 2024
The following information is provided as an update regarding the Planning and Housing Division activities during the month of July 2024, as well as updates for previously approved projects.

Planning Commission Meetings
On July 25, 2024, the Planning Commission considered the following item(s):

1. Zoning Text Amendment
Consideration of an amendment to Section 18.46.040 “Development Standards”, amending Table 18.46.040-1. The text amendment would increase the maximum height allowed under a conditionally approved exception in the West Patterson Light Industrial Zone from 120 feet to 150 feet, for structures that meet specific conditions, including minimum distances from residential districts, building size, and architectural design. The Planning Commission recommended that the City Council approve this item with a 5-0 vote.

The next regularly scheduled meetings will be held on August 8 and August 22 at 7:00 PM.

Master Plan Update
The administrative draft Downtown Master Plan (DMP) has been prepared by RRM Design Group and is undergoing final amendments. The public draft Downtown Master Plan will be available for comment and review beginning mid-January as environmental review (CEQA) work on the DMP begins. It is anticipated that the remaining components (including public review/hearings and CEQA) in support of the DMP will be completed leading up to City Council review.

Downtown Plaza Circle String Lighting Project
Technical consultants provided city staff with a draft plan and budgetary estimates. City staff is completing an initial review of these documents and discussing methods to complete the work with city resources.
