BACKGROUND
The City currently relies on seven wells for its potable water supply and Well #14 is viewed as the next key project to keep our system operating in the most efficient manner possible.
The project site is located on approximately 1/2 acres off of Sycamore Avenue. The area is part of a master planned residential project called The Villages of Patterson (VOP), that is currently in construction.
ANALYSIS
City of Patterson’s Engineering Staff hired Blackwater Consulting Engineers Inc. to prepare the plans and specifications for both the Test Well and the Final Well Design for Well #14. The contract with Blackwater Consulting Engineers was executed in March 2016. During the course of design, there were multiple change orders due to extenuating circumstances. At the time, engineering staff proceeded with the most current information for this project. Additional services were needed for an updated test well method with inspections and for architectural changes to the building to conform to the other City Well sites. The VOP development also refined their layout, causing design changes to the Well site. Blackwater additionally assisted the City with the amendment to the drinking water permit. The final two change orders account for needed site improvement updates and the total cost to complete the project.
